35 irrigation officials reverted to their previous positions after promotion

Saravjit Singh, IAS, principal secretary water resources department of Punjab government has reverted 35 officials of irrigation department to their previous postings, after their eligibility condition of technical qualification found, not correct.
On December 18,2019, Punjab government, water resources department had promoted officials , who were working in the department as supervisor, foreman, surveyor etc. to the rank of junior engineers, with a condition that their education qualification case is under consideration by union grants commission (UGC) / all India council for technical education (AICTE). The decision of UGC/AICTE will be applicable, whenever they take the decision. At the time of their promotion, a condition is laid that if their educational qualifications found unapproved by UGC/AICTE, they will be reverted to their previous postings.
All those employees had done their technical qualification, submitted the proof and they were promoted to the rank of junior engineers. These 35 officals had done their diploma courses in engineering through open and distance learning (ODL) mode from deemed to be universities, which the department, found unrecognized by UGC/AICTE.
All India Council for Technical Education (AICTE) has given a reply to the irrigation department that “it is inform you that Hon’ble Supreme Court Judgment dated 8.11.2017 relating to civil appeal no 17869-17870 deals with B.Tech , M.Tech degree awarded by 4 listed Deemed to be Universities. However it is not applicable to diploma courses in engineering conducted by these Deemed to be Universities through ODL mode. As far as AICTE is concerned, it doesn’t recognize diploma courses in engineering conducted through ODL mode.”
After going through the response received from the AICTE, water resources (irrigation department) has issue the order of reversal of 35 employees, for not clearing the eligibility condition laid by the department, while promoting them.
