Open University VC Prof. Rattan Singh expresses gratitude to Chancellor-cum-Governor Gulab Chand Kataria

Prof. Rattan Singh, the newly appointed Vice-Chancellor of Jagat Guru Nanak Dev Punjab State Open University, Patiala, has expressed heartfelt gratitude to the Chancellor of the University and Governor of Punjab, Gulab Chand Kataria, for reposing faith in his abilities and entrusting him with this esteemed responsibility.
Prof. Singh stated that he is committed to working with full dedication to strengthen the University’s mission of delivering inclusive and quality education through open and distance learning. He emphasized that education must be made accessible to learners across all sections of society, and assured that every effort will be made to uphold the ideals envisioned by the University.
With a teaching and research career spanning over three decades, Prof. Rattan Singh brings extensive academic and administrative experience. Since August 16, 1994, he has served in various capacities including Lecturer, Senior Lecturer, Reader, Associate Professor, and Professor.
An accomplished scholar, Prof. Singh is the author of six notable books:
- Legal Research Methodology (LexisNexis)
- Socio-Economic Offences in India
- Admissibility of Scientific Evidence
- Law and Media
- Electoral System: Democracy, Laws & Issues
- Milestones of Dr. B.R. Ambedkar on the Road Map of the Indian Constitution
An alumnus of Guru Nanak Dev University, Amritsar, Prof. Singh has previously served as the Head of the Department of Law at GNDU and as Director of the University Institute of Legal Studies, Chandigarh.
He has also successfully undertaken major research projects supported by the University Grants Commission (UGC), including:
- “Right to Education: Some Pitfalls and Policies of Government – A Study with Special Reference to State of Punjab”
- “Subordinate Judiciary in India: Under Stress and Strain”
