Two States, Two Approaches on New Year: Karnataka to assist intoxicated revellers, Punjab to act tough

As New Year celebrations approach, Karnataka and Punjab have adopted contrasting approaches to deal with intoxication and public safety.

Karnataka Home Minister G. Parameshwara on Wednesday announced that the state government will ensure the safe return of heavily intoxicated individuals during New Year’s Eve celebrations. Those found too drunk to walk or on the verge of losing consciousness will be either dropped home or taken to designated rest centres whereas the Punjab Police has offered free entry at city police stations means no relaxation to offenders.

Karnataka Home Minister said the government has set up 15 resting locations where intoxicated persons will be kept until they recover and can safely return home. The facility will primarily operate in major cities such as Bengaluru, Mysuru, Hubballi, Belagavi, and Mangaluru, where large crowds are expected. Bengaluru Police will provide the drop facility on New Year’s Eve.

Wheras Punjab police says legal proceedings will be initiated against those found drunk driving, creating nuisance, fighting on streets or disturbing law and order. It added that special treatment will be given to the law breakers.

Clarifying the policy, Parameshwara said, “We will not drop everyone home. Only those who have drunk heavily and are unable to walk or are losing consciousness will be taken. They will be kept at rest centres until the intoxication wears off.”

Special emphasis has been laid on women’s safety, the minister said, adding that all 30 districts have been put on alert to prevent misuse of vulnerable situations during celebrations.

He also stated that instructions have been issued to bars and pubs, and arrangements are being closely monitored to avoid mishaps in crowded areas. With people from outside the state joining celebrations, the risk of overcrowding, pushing, and jostling remains high. Wheras Punjab Police has issued a strict warning that any miscreants harassing women or disturbing the public order will face immediate action.

To curb drink-and-drive cases and prevent miscreants from exploiting the festivities, Karnataka Police have been instructed to wear body cameras and stay connected to the command centre. Authorities have identified 160 locations for strict monitoring. Whereas the Punjab police have deputed its force at all key points of the cities, state to manage the untoward incident.

Parameshwara warned that while limited consumption may occur, crossing the permissible limit could lead to accidents and loss of life. “If we control the situation for two days, many lives can be saved,” he said, adding that crowd management is also being viewed from a security and anti-terror perspective whereas Punjab Police ensures to maintain law and order and ensure a safe and peaceful environment for citizens and visitors during the New Year festivity.

“Bengaluru is all set to welcome 2026 with safety and smooth celebrations. Over 20,000 police personnel, supported by specialised women squads, are on duty across the city, focusing on high-traffic areas and women’s safety. Modern technology will monitor crowds and traffic to keep the city moving. Measures are in place to prevent unsafe driving and other risks.” Karnataka Deputy Chief Minister DK Shivakumar said in a post on X.
