Steps underway to ensure adequate LPG supply for Char Dham Yatra in Uttarakhand-IOCL

On Monday, a press briefing was held at PIB Dehradun under the Ministry of Information and Broadcasting, Government of India, by IOCL-Uttarakhand’s State Level Coordinator of the oil industry regarding the availability of LPG and other petroleum products, as well as measures to counter misinformation.
Krishna Kumar Gupta, Divisional Retail Sales Head, IOCL-Uttarakhand and State Level Coordinator of the oil industry, stated that in view of the ongoing developments in West Asia, updated information on key sectors is being closely monitored. He advised citizens to use digital platforms for booking LPG cylinders and to avoid visiting distributors unless absolutely necessary.
To prevent diversion, Delivery Authentication Code (DAC)-based LPG delivery has significantly improved, increasing from 53% in February 2026 to 90% as of yesterday. Since March 2026, PNG expansion has gained momentum, with gas connections installed in approximately 3.6 lakh households and over 3.9 lakh new registrations recorded.
The state-level media briefing highlights that around 80% of crude oil in India is imported. Oil companies are working in coordination with both the Central and State Governments to ensure uninterrupted supply, and the overall situation is being closely monitored to maintain stability.
In terms of LPG, approximately 60% of India’s requirement is met through imports. All refineries are currently operating at full capacity, and LPG production has been increased to meet demand. In Uttarakhand, continuous LPG supply is being maintained; however, there is a backlog of about 6.97 days, mainly due to panic refill bookings by customers. Around 85% of LPG bookings are made online, and Delivery Authentication Code (DAC) implementation has also reached 85%. Domestic LPG supply averages about 18 lakh cylinders per month. While the supply in March was around 65,000 cylinders per day, the current supply stands at about 56,000 per day, which is roughly 85% of the earlier level. Non-domestic LPG supply averages 1.6 lakh cylinders per month, with a daily average of about 5,000; however, current supply has reduced to around 2,600 per day, which is about 55% of previous levels. For 5 kg cylinders, supply has dropped from 800 cylinders per day to about 250 per day. Delivery timelines are approximately 25 days in urban areas and 45 days in rural areas. Priority for non-domestic LPG supply is being given to hospitals, educational institutions, hotels, dhabas, industrial canteens, and the pharmaceutical sector.
According to available data in Uttarakhand:
On April 5, a total of 34,448 LPG bookings were recorded.
Between March 29 and April 4, 2,95,624 LPG bookings were made.
In March 2024, a total of 14,06,421 LPG bookings were recorded.
On April 5, a total of 26,595 LPG deliveries were carried out.
Between March 29 and April 4, 2,50,344 LPG deliveries were completed.
In March 2024, a total of 11,25,546 LPG deliveries were recorded.
At present, approximately 5,000 cylinders are being distributed daily in the state under the Pradhan Mantri Ujjwala Yojana (PMUY).

Regarding fuel supply, petrol and diesel are readily available across Uttarakhand. A total of 978 retail outlets are functioning normally, including outlets operated by IOC (431), BPC (214), HPC (254), RIL (28), and Nayara (51). The average availability stands at around 60,000 kilolitres for petrol (MS) and 75,000 kilolitres for high-speed diesel (HSD), with growth rates of 2% and 6% respectively. Adequate inventory is available both at retail outlets and storage terminals, and the supply chain is operating smoothly.
In the area of city gas distribution and alternative fuels, five CGD companies are active in the state, including GAIL Gas in Dehradun, IOC-Adani Gas Pvt. Ltd. in Udham Singh Nagar, HNGPL in Haridwar, and HPCL in Nainital. There are no supply constraints or restrictions in CNG, domestic PNG, or commercial and industrial PNG. These companies are taking several steps such as fast-tracking domestic PNG connections, maximizing coverage in the shortest possible time, prioritizing surveys and institutional connections, monitoring progress daily through dashboards, and focusing on areas with maximum public impact. Since March 1, a total of 1,388 PNG connections have been added, with 40 connections added on the previous day, bringing the total number of PNG consumers to 35,589.
Monitoring and compliance actions are being carried out regularly to prevent hoarding and black marketing. A total of 5,681 inspections and 301 raids have been conducted, resulting in 16 FIRs, 7 arrests, and 16 notices issued.
Distribution oversight is also being strictly enforced, with daily inspections conducted at petrol pumps and LPG distributorships. Oil marketing companies have carried out 130 LPG inspections and 259 retail outlet inspections.
Special emphasis is being placed on public awareness and combating misinformation. Efforts are being made to bust fake news by sharing verified information and examples of misinformation cases. The state government has also provided toll-free helpline numbers 112 and 1070 for public assistance.
Citizens are advised not to engage in panic buying and to rely only on official sources for information. They are encouraged to use digital platforms for LPG booking, avoid crowding, consider alternative fuels where possible, and adopt energy-saving practices.
