Punjab Vidhan Sabha Speaker Kultar Singh Sandhwan today fulfilled his commitment by handing over a copy of the Jagat Jyot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026 to the Sangat of the ongoing tower morcha at Samana. The announcement was met with resounding slogans from the stage, with morcha leaders terming the passage of the Bill by the Punjab Government as a commendable and welcome step.

Addressing the gathering, the Speaker said that fulfilling promises is possible only with the blessings of the Guru and reiterated that he had come as per his assurance to present the copy of the Bill to Bhai Gurjeet Singh Khalsa and the Sangat. He appealed to Bhai Gurjeet Singh Khalsa to come down from the tower in the larger public interest.

Giving full credit to the Sangat, Sandhwan expressed gratitude for their continued support and said that Chief Minister Bhagwant Singh Mann has honoured his commitment by getting this historic Bill passed in the Punjab Vidhan Sabha. He asserted that the government will continue its efforts until the Bill receives the assent of the Governor and is enacted into law.

Expressing confidence, the Speaker said that there should be no doubt regarding the Governor’s approval as the Bill has been thoroughly drafted without any shortcomings and is even more stringent than the expectations of the Sangat.

Responding to the concerns and queries raised by members of the Sangat, Sandhwan assured that, in line with the Chief Minister’s statement, the government is ready to approach the Governor collectively, along with all opposition parties, to ensure expeditious approval of the Bill, with no delay at the official level.

Extending greetings on the occasion of Khalsa Sajna Diwas and Baisakhi, the Speaker Kultar Singh Sandhwan said he had come to express gratitude to the Guru for enabling the passage of the Bill, which was made possible due to the support and blessings of the Sangat under the leadership of Chief Minister  Bhagwant Singh Mann.

Praying for the long life and good health of Bhai Gurjeet Singh Khalsa, who has been stationed atop the tower, the Speaker said that everyone should imbibe the same devotion and love for the Guru. He noted that while previous governments had introduced laws on the issue, those contained political shortcomings, whereas the present legislation has been framed with utmost care, leaving no scope for error.

He further stated that although laws against sacrilege existed earlier, the new Bill is significantly more stringent and should not be politicised. The Act, he said, will ensure strict action against those involved in heinous acts of sacrilege, with provisions including life imprisonment and other severe penalties, thereby strengthening communal harmony and national unity.

During this, leaders of the morcha, on behalf of the Sangat and the family of Bhai Gurjeet Singh Khalsa, expressed gratitude to the Punjab Government and Speaker Sandhwan.

MLA Samana Chetan Singh Jouramajra described April 13 as a significant day and acknowledged the important role played by the Samana tower morcha in the passage of the Bill. He also sought forgiveness for any shortcomings or inadvertent mistakes on his part or on the part of the administration in the past.

Prominent among those present on the occasion included MLA Kulwant Singh Bazigar, SP Gurbans Singh Bains, SDM Richa Goyal, DSP Fateh Singh Brar, Market Committee Chairman Balkar Singh Gajjumajra, besides a large number of Sangat.
