NIA court issues Proclamation notice against SFJ’s Gurpatwant Singh Pannun on Punjab Govt information

National Investigation Agency (NIA) has started the procedure to declare Sikh for Justice (SFJ) leader Gurpatwant Singh Pannun as proclamation offender.

The Special Judge, CBI-cum-NIA, Punjab at Mohali, Rakesh Kumar Gupta, has issued a notice of Proclamation under section 82, Cr. PC (If Any Court has reason to believe (whether after taking evidence or not) that any person against whom a warrant has been issued by it has absconded or is concealing himself so that such warrant cannot be executed, such Court may publish a written proclamation requiring him to appear at a specific place and at a specified time not less than thirty days from the date of publishing such proclamation)  in NIA vs Gurpatwant Singh Pannun case, as he is absconding and not found at his house number 2033, Sector 15-C, Chandigarh and at Village Khankot, police station Jandiala, Amritsar.

The court of Special Judge,CBI-cum-NIA, Punjab at Mohali has given one month’s time to Gurpatwant Singh Panun to appear before the court.

Punjab police had booked Pannun under sections 124A, 153A, 153B and 120B of IPC, sections 17, 18 & 19 of the UA (P) Act, 1967 on 19-10-2018 vide FIR No. 152/2020 dated 19.10 2018 at PS Sultanwind, Amritsar (City).

National Investigation Agency (NIA) had registered a separate FIR at its New Delhi office on April 5,2020 under sections 124A, 153A, 153B and 120B of IPC, sections 17, 18 & 19 of the UA (P) Act, 1967.

NIA took over the case after the Central Government had received information from Government of Punjab regarding registration of FIR No. 152 dated 19. 10. 2018 at Police Station Sultanwind, Amritsar (City) under sections 124A, 153A, 153B and 120B of the IPC and sections 17, 18 & 19 of the Unlawful Activities (Prevention) Act, 1967 against a member of Sikhs for Justice (SFJ) namely Sukhraj Singh @ Raju, s/o Balwant Singh, r/o Patti Behniwal, Sultanwind, district Amritsar. This module had been motivated by one Javed Khan, an ISI handler based in Pakistan for conduction subversive activities and pasting of Khalistan/ Referendum-2020 posters/banners at different locations in Punjab & New Delhi. During further investigations, eleven(11) accused persons including Sukhraj Singh @ Raju were arrested and during interrogation of the accused it came to light that the accused persons Sukhraj Singh, Harmeet Singh and Kuldeep Singh had received Rs. 7,52,078/- through hawala/MTSS channels from UAE & South Africa based handlers to propagate their secessionist agenda.

NIA court issues Proclamation notice against SFJ’s Gurpatwant Singh Pannun on Punjab Govt information. On July 1, 2020, Gurpatwant Singh Pannun was declared as an “individual terrorist” under the UAPA for promoting secessionism and allegedly encouraging Punjabi Sikh youth to take up arms.

As per available information, Sikhs for Justice (SFJ) is a US-based secessionist group that supports the secession of Punjab from India as Khalistan. Founded and primarily headed by lawyer Gurpatwant Singh Pannun. It was banned in India in 2019 as an unlawful association.  As of 2019 it campaigns for a Punjab independence referendum to carve out a separate Khalistan as a part of its separatist agenda. It has been alleged that Pakistan Inter-Services Intelligence (ISI), has been funding Khalistan groups, including Sikhs for Justice (SFJ)
