After powercom management assurance, Council of Junior Engineers postpones ongoing agitation program

Council of Junior Engineers, PSEB, has decided to postpone its ongoing agitation program. This decision was taken in light of the assurances given during a meeting chaired by the CMD of PSPCL regarding their demands, and also after considering the appeal made by the Powercom management. This information to the press by Er. Amandeep Jehlavi, State General Secretary.

Council’s Chief Patron, Er. Davinder Singh, State President Er. Paramjit Singh Khattra, and State General Secretary Er. Amandeep Jehlavi, in a joint statement, informed that a meeting was held in a cordial atmosphere today under the chairmanship of the Chairman-cum-Managing Director PSPCL at the Mini Conference Hall, Head Office, Patiala. The meeting was also attended by the Directors’ “Finance”, “Distribution”, “Generation-cum-Administration”, Chief Accounts Officer/Head Quarter, Manager/IR, and other officers.

After detailed discussions in the meeting, the following agreements and decisions were made on various demands: The case for initial higher scale and time-bound promotional scale for JEs will be sent for approval to the Punjab Government within a week after a hearing with the Director/Finance, The proposal to increase the LTA of existing 30 liters price per month to JEs/AEEs (field) and alongwith reasonable petrol limit to JEs/AEEs at substations will be considered in the next Board meeting, A quick decision will be taken by the Wage Formulation Committee regarding field allowance for JEs/AEEs, issuance of instructions regarding enhancement in road mileage for Civil JEs within a week, JEs/AEEs working at Headquarters will be given special allowance as per the advice of the Legal Branch, Guidelines regarding financial limits approved by the BOD for laptops to JEs/AEEs will be issued considering GST, Senior advocates will be appointed to handle ongoing court cases related to direct recruitment of JEs and promotions from AEE to AE under the supervision of SE/Personnel Office, Recruitment below the ALM level will be considered, A decision will be taken soon to fill JEs posts through internal recruitment process, The required time gap for promotion of Assistant Engineers and Assistant Executive Engineers will be reduced with a prompt decision at the level of the CMD, the promotion quota from JE/AEE to Assistant Engineer/Assistant Executive Engineer will be increased from 49% to 50% and eventually to 75%, after hearing all concerned stake holders, Pending overtime payments at substations will be made on priority basis, early decision will be made soon regarding the service benefit of contract period for LM/SSA appointed under CRA 249/04, 267/11, 281/13 in terms of seniority and promotion, Creation of AAEs posts at substations with capacity above 60 MVA at substations staffing norms, Timely promotion from JE to AAE, finalization of the committee report on field-related difficulties, early completion of the trial for issuing online permits, delegation of power to CEs upon reinstatement for further posting upon etc.

 Considering the above decisions, assurances, and the appeal made by the Power Management, the current ongoing agitation program of the JE Council has been postponed for the time being.

 As a result, the members of the JE Council will now resume duties at grid sub-stations during the ongoing strike by other employee organizations involving mass leave.
