On the call of Council of Junior Engineers PSEB, today, on 02 June 2025, all the Zonal and Circle Units of the JEs Council submitted a memorandum to their respective Zonal and Circle authorities of PSPCL to highlight the acute shortage of manpower in Powercom and the difficulties faced by Power Junior Engineers viz.a.viz. delay in resolving their legitimate demands. This was informed to the press by Er. Amandeep Jehlavi, State General Secretary, Council of JEs PSEB.
In a press communique , Er. Davinder Singh Patron, Er Paramjit Singh Khattra State President & Er. Amandeep Jehlavi State General Secretary jointly stated that the unsuccessful experiment by Powercom management to provide technical staff in the field on a temporary basis through the contracting system has created a large-scale manpower problem. On the other hand, due to repeated strikes by CHB workers’ fearing insecurity towards their jobs, has further aggravated the situation. Resultantly, Power Junior Engineers have to face a lot of difficulties 24×7 hours in maintaining continuity of power supply & completing of various targeted works.
Council leadership further informed that Powercom Management is not showing any seriousness in addressing the long pending demands of the Junior Engineers Cadre. In the last meeting held with Powercom Management on 10-09-24, assurance was given to resolve several important issues of Junior Engineers Cadre at the earliest, which are as follows: Restoration of 9/16 years time bound promotion scales granted vide Finance Circular 10/16, Sr.Xen scale after 16 years of service to JEs Cadre, Field and Risk Allowance to JEs/AAEs, LTA @60/Litre petrol per month alongwith Vehicle Maintenance Allowance to JEs/AAEs, issuance of clarification on enhancement in upper limit of overtime to JEs/Sub-station, review of staffing norms under Distribution and P&M Organizations, recruitment of technical support staff below ALM Level and filling up field staff posts at various levels, recruitment for the post of JEs through internal Department Test, Review the placement/transfer policy, Lowing the time gap for promotion from AAE to AE, Enhancement of promotion quota from 50% to 75% for promotion from JE/AAE to AE/AEE, accelerating the promotion from Assistant Engineer to Assistant Executive Engineer, Implementation of pending reports of various Committees formed regarding field difficulties, Restraining the registration of FIRs against JEs following deaths of workers and private persons due to electrocution, Allowing issuing work permits through mobile phones etc. etc. Although the decisions taken in the said meeting were assured of implementation within a specified time frame, but, the resolution of these demands is still pending.
