As per 2013-14 intelligence and media reports , Parkash Singh Badal, Sukhbir Singh Badal, former DGP of Punjab police Sumedh Singh Saini were on Narain Singh Chaura’s hit list, the person who today made an unsuccessful attempt to kill Sukhbir Singh Badal.
The six-foot-two-inch strapping militant with a flowing beard was a religious preacher before jumping into militancy. He founded the Khalistan Liberation Army and also remained its chief. Narain Singh Chaura is the same assailant who today fired at Sukhbir Singh Badal.
As per Hindustan Times February 28,2013 news ‘Badals were on his hit list’ the newspaper report had pointed that “Punjab police were only bothered about Narain Singh Chaura, a militant, who is not only a hard nut to crack but also known for having the potential to create trouble in Punjab. This is why a serious operation was launched in 2012 to nab him.”
As per HT news report, at that time, a senior police functionary had said “Until his “amazing” arrest on by the Punjab Police, with which ended a major operation launched in June 2012, militant Narain Singh Chaura’s safe hideout used to be in Shahjahanpur district of Uttar Pradesh. While quietly trying to revive militancy in the border state of Punjab and leading his operations by using the fictitious name of “Randheer Singh, son of Kundan Singh of village and post office Chabba”, on the hit list of this 62-year- old militant (in 2013) were Punjab chief minister Parkash Singh Badal, deputy chief minister Sukhbir Singh Badal and director general of police ( DGP) Sumedh Singh Saini”
As per Indian Express November 20,2010 news report “CM Badal,Dy CM Sukhbir high on terrorists’ hit list: Punjab DGP”. At that time, Punjab Director General of Police Paramdeep Singh Gill has admitted that the threat perception to Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Singh Badal was high and thus their security was also strengthened .”
As per Times of India News “Badals on Khalistani terrorists’ hit list: Intelligence Bureau” dated February, 2014 had pointed that “Several pro-Khalistan terror outfits are plotting to attack Punjab chief minister Parkash Singh Badal, deputy CM Sukhbir Singh Badal and state DGP Sumedh Singh Saini, according to eight terror alerts that were issued by the Intelligence Bureau (IB) last year ( in the year 2013).”
Chaura, who was instrumental in the sensational 2004 Burail jailbreak — he was released on bail in April 2005 — was incidentally then interrogated by Saini himself.
A post-graduate in political science, Chaura was the only top militant of the Babbar Khalsa International (BKI) living in India. According to police, Chaura had crossed over to Pakistan in 1984 and was instrumental in smuggling large consignments of weapons and explosives into Punjab during the initial phase of militancy. While in Pakistan, he allegedly authored books on guerrilla warfare.
At that time, it was revealed that he never carried a cell phone and would talk to his contacts using the public call office or others’ cell phones.
