The Chief Electoral Officer (CEO) of Punjab, Sibin C has sought a report from the Principal Secretary, Department of Local Government, Punjab regarding a complaint submitted by Ravneet Singh Bittu, Member of Parliament, Ludhiana that Municipal Commissioner (MC) has not issued NDC to him as per the ECI guidelines and MC misused his authority.
Pertinently, Ravneet Singh Bittu had submitted a complaint to the CEO regarding non-issuance of NDC (No Due Certificate) by the Municipal Commissioner of Ludhiana, within the period of 48 hours of submission of application, which he claims is impeding his ability to participate in Lok Sabha elections 2024.
To address the matter promptly, the CEO has written to the Principal Secretary to conduct a swift inquiry and submit the findings so that the Commission (ECI) may be apprised.
Why CEO seeks report?
The BJP’s Ludhiana candidate Ravneet Singh Bittu on Saturday accused the AAP government in Punjab of sending him a rent arrear notice for his official Ludhiana residence to thwart his nomination process.
Bittu was served a notice for the recovery of Rs 1.82 crore as rent for his official residence on Thursday. He was scheduled to file his nomination papers on Friday. Bittu told reporters he was allocated the house in 2016 due to security reasons. “I contested elections in 2017 and 2019 but no question was ever raised. I was paying water and electricity bills regularly and no notice was issued in the past stating that my possession is illegal,” he claimed.
Bittu said he has moved to the local BJP office in Dugri, where he slept in an unfurnished room on the second floor with mattresses on the floor.
