Cabinet decision-Mann govt takes major decision on the future of ‘Nation Builders’; food procurement agencies merger approved

In a major pro-people decision aimed at strengthening the education sector, the Punjab Cabinet led by Chief Minister Bhagwant Mann on Saturday approved to regularise the services of 14239 teachers including 6337 who have got relief in experience for first time in history of the state.

A decision to this effect taken by the Council of Ministers in a meeting held under the chairmanship of the Chief Minister here at local Bachat Bhawan.

Divulging the details a spokesperson of the Chief Minister’s Office said that the Cabinet decided to regularise the jobs of 14239 teachers who have completed ten years or more in service along with those who have some gap in regular service of ten years due to one or other reason. Out of these 7902 teachers are those who have completed ten years or more in service whereas 6337 teachers are those who have gaps in regular service due to unavoidable circumstances. These teachers will get regular salary, perks and holidays as per the policy of the government.

NOD TO CREATE 485 POSTS OF HOUSE DOCTORS IN HEALTH AND FAMILY WELFARE DEPARTMENT

The Cabinet also cleared the creation of 485 posts of House Doctors in the Health and Family welfare department along with 1445 posts of the para medics. The aim of this step is to provide quality health facilities to the people at their doorsteps. This will also open new doors of jobs for the well qualified Doctors and para medical staff.

CRACKS DOWN ON FRAUDULENT FINANCIAL INSTITUTIONS BY GIVING CONSENT TO FRAME ‘THE PUNJAB BANNING OF UNREGULATED DEPOSIT SCHEMES RULES 2023’

Tightening the noose around fraudulent Financial institutions to check the duping of the common man, the Cabinet also gave nod to frame ‘The Punjab Banning of Unregulated Deposit Schemes Rules 2023’. There is mushroom growth of financial establishments in the country in recent past, which are duping the public, particularly from the middle class and the poorer sections of the society, by making impracticable or commercially unviable promises or by offering highly attractive rates of interest or rewards, with the intention of defrauding the investors. In fact, many of such financial establishments have intentionally failed to return the deposits on maturity or to pay interest or to render any specified service offered against such deposits.

Therefore, it was felt necessary to provide for a suitable legislation in the state for the protection of interests of depositors in the financial establishments.  For such purposes, it has been considered expedient to regulate and to impose restrictions on such financial establishments with a view to curbing the unscrupulous activities of such financial establishments. ‘The Punjab Banning of Unregulated Deposit Schemes Rules 2023’ will make the promoter, partner, director, manager, member, employee or any other person responsible for the management of, or conducting the business or affairs of, liable for misdeeds of such financial establishments.

NOD TO ACCEPT RECOMMENDATIONS OF SIXTH PUNJAB FINANCE COMMISSION FOR ULBs and PRIs

The Cabinet also gave approval to accept the recommendations of the Sixth Punjab Finance Commission for the period 2021-22 to 2025-26, including devolution of 3.5% share of State Net Own Tax Revenue to Local Bodies and Panchayati Raj Institutions. Recommendation regarding devolution of Share of Excise Duty and Auction Money, Professional Tax to Local Bodies along with the formula of Horizontal Distribution, Inter-se Distribution of above devolution among ULBs and PRIs was also accepted by the Council of Ministers.

CONSENT TO MERGE PUNSUP AND PAFC IN PUNGRAIN

In order to enhance the efficiency of the Punjab State Grains Procurement Corporation Limited (PUNGRAIN) and to further streamline the procurement of food grains in the state, the Cabinet also gave its consent to merge Punjab Civil Supplies Corporation Limited (PUNSUP) and Punjab Agro FoodGrains Corporation Limited (PAFC) with PUNGRAIN. Notably, PUNGRAIN is an agency of the Department of Food Civil Supplies and Consumer Affairs, Government of Punjab, which procures wheat and paddy for central stock in the state as per the minimum support price and norms announced by the Government of India, Ministry of Food and Distribution.

GIVES CONSENT FOR SENDING THE CASES OF PREMATURE RELEASE OF CONVICTS TO GOVERNOR

The Cabinet also gave its consent for sending the case of four prisoners for seeking the premature release of life convicts confined in the jails of the state.  After the nod of the Cabinet under Article 163 of the Constitution of India, these special remission/ premature release cases will be submitted to the Punjab Governor under Article 161 of the Indian Constitution for consideration.

NOD TO ANNUAL ADMINISTRATIVE REPORTS OF WATER SUPPLY AND SANITATION DEPARTMENT

The Cabinet also gave nod to the annual administrative reports of the Department of Water Supply and Sanitation, Punjab for the year 2020-21 and 2021-22.

GIVES CONSENT TO FRAME A POLICY FOR CHECKING MENACE OF STRAY CATTLE

The Cabinet also gave nod to frame a policy for controlling the menace of stray cattle in the state. This will help in tackling this problem spread across the state in a better manner. This policy will look into all the aspects for checking this problem in the larger interest of the people.
