Today, Justice Rajesh Bhardwaj of Punjab and Haryana High Court has transferred the Patiala’s infamous Col. Pushpinder Singh Bath assault case from Chandigarh police to CBI.
With the handing over investigation to CBI, the premier investigating agency is set to take over any case in Punjab almost after 5 years.
The CBI (Delhi Special Police Establishment) was conferred powers by several states to investigate cases without the permission of the respective State Government and with general consent.
In November 2020, Punjab government under the command of Chief Minister Amarinder Singh had withdraws the general consent granted to the CBI to investigate the cases without the permission of the state government. With that development, Punjab became the another Indian state to take this decision after West Bengal, Rajasthan, Mizoram, Jharkhand, Maharashtra, Kerala.
Since then no case was given by Punjab government to CBI for investigation. But, the premier investigating agency is investigating the case registered earlier or any case directly registered by them in these years.

When contacted noted advocate Barjinder Singh Sodhi, he said “the only option remains with the Punjab government is move supreme court, if they want to stop CBI to investigate this case. Otherwise CBI is set to start investigation in this case that had rocked the nation.”
On the other hand, the wife of Col. Bath has said “ a CBI probe was also demanded in the alleged fake encounter case done by the accused police officers involved in Col. Bath assault case at village Mandour and the Punjab and Haryana High court has fixed July 17,2025 for hearing .We all are hopeful that the Judge will do the justice with the aggrieved family and hand over the investigation to CBI.”
The “Mandour encounter case” refers to the death of Jaspreet Singh, who was killed by police in an encounter in Mandour village, Patiala, on March 13. He was accused of kidnapping a seven-year-old boy for a ransom of Rs1 crore. The police rescued the boy successfully. Jaspreet’s family alleges he was unarmed and killed in cold blood, seeking a time-bound CBI probe under the court’s supervision.
