Change in bureaucratic circle: after five years new union home secretary to assume charge

Senior IAS officer Govind Mohan of 1989 batch of the Sikkim cadre, is going to assume charge of Union Home Secretary after Ajay Kumar Bhalla , IAS relinquished the charge.

Bhalla completes his five year tenure at the sensitive post, which is notable for being second only to the Cabinet Secretary in significance. Bhalla, who was appointed Union Home Secretary in August 2019. Newly appointed Union Home Secretary, Mohan, who will turn 59 next month.

Mohan, who holds an electrical engineering degree from BHU-IIT Varanasi and holder of a PG Diploma from IIM Ahmedabad, was previously the Union Culture Secretary before his appointment to this role. Mohan’s immediate challenge upon assuming his new role will be to collaborate closely with the Election Commission to ensure peaceful assembly elections in Jammu and Kashmir. The EC has scheduled the elections in the Union Territory to be conducted in three phases, starting on September 18.

Earlier on August 14,2024, the Appointments Committee of the Cabinet had approved the appointment of Govind Mohan, IAS (SK:89), Secretary, Ministry of Culture as Officer on Special Duty in the Ministry of Home Affairs with immediate effect. The officer was asked to take over as Home Secretary, Ministry of Home Affairs vice Ajay Kumar Bhalla, IAS (AM: 84) on completion of his tenure on 22.08.2024.

Educational Attainments of Govind Mohan:

Post Graduate Diploma in Management, Indian Institute of Management, Ahmedabad –(July 1986–March 1988): The first year of study included mandatory courses in the areas of Marketing, Finance and Accountancy, Economics, Mathematics & Statistics, and, Organizational Behaviour. In the Second Year, apart from a few mandatory courses in Business Policy, electives were selected evenly in the areas of economics, finance (including public finance) and marketing.

Bachelor of Technology, Institute of Technology, Benaras Hindu University, Varanasi-(July 1982–March 1986): Specialized in general discipline of Electrical Engineering, with electives in the area of Computer Software and Engineering. Inter-disciplinary programs were also attended, with emphasis on courses in the fields of Civil Engineering, Mechanical Engineering, and Electronics, Macroeconomics and Finance.

Indian School Certificate, St. Francis’ College, Lucknow (March 1982): Subjects studied were Physics, Chemistry, Mathematics, English and Hindi.
