    Punjab Finance, Planning, Excise and Taxation Minister Harpal Singh Cheema on Tuesday sought personal intervention of Union Minister of Finance & Corporate Affairs Nirmala Sitharaman in taking into account the reversal of Input Tax Credit by the taxpayers registered within the state for the IGST settlement.

    In a letter to Union Finance Minister, Harpal Singh Cheema said that It has been observed that although the taxpayers registered within the State have carried out reversal of huge amount of Input Tax Credit but the same has not been considered for the IGST settlement.

    “Particular instance has been identified of M/s HPCL Mittal Energy Limited (GSTIN 03AABCG5231FIZ8) which has reversed ITC to the tune of Rs. 223 crores in financial year 2018-19, Rs. 230 Crores in FY 2019-20 and Rs. 227 crores in financial year 2020-21 respectively”, said Cheema.

    He further added that the said amount has not been taken into account while undertaking the process of IGST settlement for the said period thereby depriving the State of its rightful share of rrevenue “I have been informed that this issue has been consistently and constantly raised by my officers with the Government of India but no solution has emerged till now” said Cheema.

Referring to the grave importance of the issue for the revenue of the state, Cheema urged the Union Minister that her personal intervention is of much importance for the resolution of this matter as early as possible. He said that the significance of this issue resonates more strongly in light of the expiry of the GST compensation regime.

    IGST stands for Integrated Goods and Services Tax. IGST is one of the three components of Goods and Services Tax. IGS tax is levied when there is an inter-state transfer of goods and services. The three components of GST are:- CGST: Central Goods and Services Tax.

      In order to test the Civil Defence Preparedness in the state, the Punjab State will conduct a Civil Defence Air Raid/Blackout Mock Exercise on Friday, April 24, 2026, at 2000 hrs (8PM). The exercise is being conducted in all districts of the state as per the directives of the Ministry of Home Affairs, Government of India, New Delhi. The Mock Exercise will commence with an Air Raid Warning Signal, which will be disseminated through sirens featuring a high-low pitch for a duration of two minutes. During the course of the exercise, a simulated blackout will be enforced in specific areas identified by the respective Deputy Commissioners-cum-Controllers, Civil Defence. The general public in these identified areas is instructed to switch off all non-essential lighting during the blackout period. However, essential services shall remain fully functional throughout the drill. The exercise will conclude with an "All Clear" signal, characterised by a continuous high-pitch siren for two minutes, marking the formal termination of the drill. During this Mock Exercise, various critical emergency functions will be simulated to test field coordination, including Fire Response Operations, Search & Rescue Operations, First-Aid and Medical Assistance, evacuation of injured persons, as well as traffic and crowd control measures. The State Government has appealed to the general public not to get panic, emphasising that this is a routine procedural drill designed solely to evaluate and enhance the Civil Defence Preparedness in the state.
