ED action against Punjab Govt gazetted officer, provisionally attaches Rs 3.61 crore properties

Directorate of Enforcement (ED), Jalandhar Zonal Office has provisionally attached movable and immovable properties worth Rs. 3.61 Crore on 17/02/2025 under the provisions of the Prevention of Money Laundering Act (PMLA), 2002 in an investigation related to disproportionate assets against Kailash Kumar Singla, the then Executive Engineer of Punjab State Water Resources.

ED initiated investigation on the basis of FIRs registered by the Vigilance Bureau, Bathinda under various provisions of Prevention of Corruption Act, 1988 against Kailash Kumar Singla.

ED investigation revealed that during the check period (01.01.2012 – 10.01.2017), K. K. Singla and his family had an income of only Rs. 1.57 Crore but had incurred an expenditure of Rs. 4.21 Crore, leading to the identification of disproportionate assets worth Rs. 2.64 Crore.

ED investigation revealed that K. K. Singla has misused his official position to accumulate disproportionate assets, and laundered Proceeds of Crime (POC) through various investments in the form of purchase of immovable property, opening of term / fixed deposits in his name and in the name of his family members, which were majorly sourced through cash deposits.
