Flood Relief Memo Revised: Punjab Govt Lowers Demand by ₹384 Crore

As per media reports, the Punjab government has revised its flood damage estimate, pegging total losses at ₹12,905 crore, a reduction of ₹384 crore from the earlier projection of ₹13,289 crore. The updated damage assessment, to be approved by CM Bhagwant Mann, will be submitted to the Union Ministry of Home Affairs for financial assistance.
The comprehensive memorandum outlines the devastation caused across 14 departments, along with extensive damage in the agriculture sector.
🔹 Key Department-Wise Estimates
- Rural Development and Panchayat Department has significantly reduced its claim from ₹5,043 crore to ₹3,554 crore, following revised field assessments.
- Revenue Department, dealing with extensive crop loss, degraded land, and destroyed homes, has increased its demand from ₹1,858 crore to ₹2,782 crore.
- Education Department reported damage to 7,213 schools, 153 block primary offices, and 19 colleges, and has sought ₹547 crore, slightly up from the earlier ₹542 crore, to cover partial and complete structural damage.

- Health Department has sought ₹780 crore to repair damaged hospitals, dispensaries, and medical equipment.
- Animal Husbandry Department has reported the death of 1,371 buffaloes and milch cows, 1.75 lakh poultry, and other livestock, and has submitted a claim of ₹129 crore for compensation and infrastructure restoration.
- Public Works Department (PWD) has demanded ₹1,970 crore to restore 4,657 km of damaged roads and bridges. The highest losses were reported in planned roads, followed by Pradhan Mantri Gram Sadak Yojna roads, link roads, and national highways.
- Punjab Mandi Board has sought ₹1,022 crore for the repair of rural link roads.
- Water Resources Department, citing damage linked to climate change, has proposed ₹1,520 crore for long-term flood mitigation, including repairs to canals, embankments, and river systems.
- Agriculture Department has revised its claim from ₹317 crore to ₹367 crore for field restoration, desilting, and seed procurement and distribution under the Rashtriya Krishi Vikas Yojana (RKVY).
The government had stated that crop on 4 lakh acres have been completely damaged.
Punjab has already received Rs 480 crore (Rs 240 crore in two instalments) under the State Disaster Response fund. While Mann had said that Amit Shah had told him that Rs 1600 crore, announced by the PM, was a token and more funds would follow, later.
