International Cricket Council (ICC) will give heavy penalties to Pakistan cricket board (PCB) if it boycotted T20 World Cup occurring next month. According to ICC if one team agrees to play a tournament once, then it cannot back off at the end moment.
It is just Pakistan’s trick to include politics even in sports instead normally playing it. Pakistan rejecting to play cricket because of its government’s instructions is not considered a valid reason even when there is no real fear of harm to its players.
ICC strongly dislikes this behaviour and would take stricter actions such as withholding of $34.5 million which Pakistan gets from ICC every year because withdrawal of Pakistan from T20 World Cup would be treated as breach of agreement.
Pakistan Cricket Board (PCB) could lose influence in ICC meetings and decisions which would automatically result in other countries avoiding to play with Pakistan outside the tournaments.

International Cricket Council would consider skipping tournaments valid only if there are serious security threats or high safety and health concerns otherwise this behaviour is mostly disliked.
Bringing politics into sports is not a right thing.
