Massive protests were held   at the Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Uttar Haryana Bijli Vitran Nigam (UHBVN)  against the  Electricity (Amendment) Bill, 2025 .

Haryana Power Engineers Association (HPEA) engineers staged protests on Tuesday evening  at Hisar and Panchkula  to raise their voices against the electricity policies of the Central Government and the Haryana Government.

The various  speakers said that protests were held as per the  call of the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) and they  demanded the immediate withdrawal of the Electricity (Amendment ) Bill 2025 , as it is anti-people and against the federal structure of the state.

The  Association  strongly opposes the formation of the Haryana Agro Discom said  Ravindra Ghanghas general secretary. They strongly condemned the Haryana government’s decision to form the Haryana Agro Discom in its recent budget. He stated that the government made this ill-conceived decision without consulting all stakeholders, especially technical experts and employee organizations. The formation of the Agro Discom is a deliberate conspiracy to weaken the existing Discoms (DHBVN/UHBVN) and this is  not to be accepted at any cost.

Privatization will increase the burden on the general public. The association stated that the proposed bill gives private companies free rein to use government infrastructure. This will lead to private companies choosing only profitable industrial and commercial sectors, while the burden of loss-making rural and agricultural sectors will fall on government corporations. Ultimately, government corporations will become bankrupt, and electricity will become more expensive for ordinary consumers.

The engineers present unanimously stated that privatization of the power sector not only compromises the future of employees but also constitutes an attack on the democratic rights of the general public.

“The HPEA warned the government that if the Electricity (Amendment) Bill is not withdrawn and arbitrary decisions like the Haryana Agro Discom are not reversed, all engineers and employees of the state will be forced to wage a decisive and protracted battle” added Ravindra Ghanghas, General Secretary, Haryana Power Engineers Association (HPEA)
