India unlocked; govt issues unlock 2.0 guidelines

Ministry of Home affairs has issued new guidelines under the Disaster Management Act, 2005, to re-open more activities will be resumed in a phased manner outside the containment zones, the Centre said in a statement, with effect from July,1,2020.
Unlock 2.0 will come into effect on July 1 and extend till the end of the month. The notification was issued a day before Unlock 1.0 guidelines were to expire.
“The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related central ministries and departments,” the MHA said in the release.
All activities will be permitted outside containment zones, except schools, colleges, education and coaching institutions; international air travel except as permitted by the government; metro rail; cinemas, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls; social, political, sports, entertainment, academic, cultural and religious functions.
Curfew hours have been extended. They will now be in force from 10 pm to 5 am.
The shops are allowed to function except the containment areas. More than five person are permitted at a time in any shop. However, the social distancing must be strictly maintained.
Training institutions of the Central and state governments will be permitted to function after July 15. The department of personnel and training (DoPT) will issue the Standard Operating Procedure (SOP) for these institutions.There shall be no restriction on inter-state and intra-state movement of persons and goods including those for cross land-border trade under treatiest with neighbouring states. No separate permission will be required for such movements.
