KAP Sinha , IAS of 1992 batch Punjab cadre officer has been appointed as the 43rd chief secretary of the state. He replaces Anurag Verma, IAS of 1993 batch.
KAP Sinha is born on December 19,1967 and is a native of Bihar. He is an engineer by qualifiaction and had done his BE in Mining Engineering. Later he did MA in Economics, LLM. He is going to superannuate on December 31,2027.
He is considered close to the AAP high command in New Delhi and is presently holding the charge of Special Chief Secretary-cum-Financial Commissioner, Revenue and Rehabilitation and in addition Special Chief Secretary, Agriculture and Farmer’s Welfare and in addition Special Chief Secretary, Horticulture and in addition Special Chief Secretary, Soil and Water Conservation and in addition Special Chief Secretary, Legal and Legislative Affairs.
He has served in different capacities both in Government of Punjab and Government of India. Prior to his deputation to Government of India, he has served as Secretary of the then Punjab State Electricity Board at Patiala, Joint Secretary Finance in Union Territory of Chandigarh, Deputy Commissioner of two districts viz. Bathinda and Gurdaspur in Punjab. He was holding the charge of Principal Secretary of Departments of Finance, Excise and Taxation, Food and Civil Supplies, General administration and Parliamentary Affairs, Higher Education, Environment, Science and Technology Government of Punjab right since the month of October 2014.

Before that he was on deputation to centre and remained Joint Secretary in the Department of Atomic Energy, Ministry of External Affairs and Ministry of Commerce & Industry. He has attended many national and international Conferences while being in these departments and Ministries. He has been heading several delegations to foreign countries to finalise negotiations from Indian side. He, as joint secretary to GOI, in the department of Atomic Energy, was India representative to European Centre for Nuclear Research (CERN) at Geneva, Switzerland.
He has been closely associated in the development of our Higher Education sector. He has served as Member “Senate”, Syndicate” and also “Board of Finance” of the Panjab University Chandigarh. He has been on the Board of Institute of Nano Sciences and Technology Mohali.
Before this, he was on the Board and Council of National Institute of Science Education and Research (NISER) and Institute of Physics (IOP) both located at Bhubaneshwar. He has served as ex-officio Director of the Board of Electronics Corporation of India Ltd at Hyderabad, expert member on the council of Atomic Mineral Directorate at Hyderabad and Controller of National Institution “Global Centre for Nuclear Energy Partnership (GCNEP)” at District Jhajhar in Haryana.
