Deputy commissioner Ludhiana. Varinder Kumar Sharma (IAS) has issues orders to hold the elections of Ludhiana district cricket association (LDCA) on November 8, 2020, after the Punjab and Haryana high court ordered the process to be finalized by November 11,2020.The process will start from November 4,2020. DC appointed Amarjit Singh Bains (PCS) ADC (General) as the election officer.
Earlier, an FIR was registered on October 22,2020, at PS Div No 8 Ludhiana, against the officials of the Ludhiana District Cricket Association (LDCA), an affiliated body of the Punjab Cricket Association (PCA), on the complaint of Naresh Marwaha (ex-joint secretary), alleging fraudulent activities in the day-to-day working of the association and misappropriation of funds. The FIR has been lodged against Vinod Chitkara (honorary general secretary of LDCA), Rajinder Nath Mahajan (president), Rajiv Bajaj (honorary treasurer of LDCA) and Satish Garg.
The allegations levied against the four accused have been registered under Sections 409, 419, 420, 465, 467, 46, 471 & 120-B of the Indian Penal Code.
In the FIR, it is mentioned that Rajiv Bajaj had submitted an undertaking that he had resigned from the LDCA in 2016, and since then he was not working as the honorary treasurer. But, certain documents pertaining to the year 2017-18, 2018-19 and 2019-20, showed that even after resignation, Rajiv Bajaj was still working as the treasurer of the association.
According to the FIR, it is alleged that for many years, neither the Annual General Meeting nor the Elections of LDCA were conducted. But the said meeting was recorded in the anti date of 24.09.2019, much afterwards it was held.
“Though the said meeting was not conducted, in the minutes of the meeting, it was specifically mentioned that the officials were present and their signatures were collected later,” said Mr Marwaha, the complainant.
