Now, Chairman BBMB issues orders against Punjab cadre member in blatant violation of the Rules

Bhakra Beas Management Board (BBMB) Chairman , Manoj Tripathi has once again erupted a controversy by changing the headquarter of Punjab cadre Member Power from Chandigarh to Nangal in Ropar district .

The board has one chairman and two members –power and irrigation. All three –chairman and member power and irrigation are appointed by centre government, department of personnel.

As per available information, BBMB chairman Manjoj Tripathi has changed the headquarter of Member Power Jagjeet Singh from Chandigarh to Nangal in blatant violation of Rules. The headquarter of member remained at the head office and only the central ministry can do the changes. The post of member power is with Punjab whereas the member irrigation is selected from Haryana cadre.

“Jagjeet Singh, Member Power also holds the charge of chief engineer generation. His chief engineer generation headquarter is at Nangal. He also holds the CDC of member power, as per power ministry orders.  Now, the chairman has changed his member power charge headquarter to Nangal, which he is not authorised to do so” said a senior functionary on the condition of anonymity.

As per sources, the root cause of his immediate change of headquarter is the” alleged withdrawal of security personnel attached with member power Jagjeet Singh”. An official on the condition of anonymity said “the member power has raised the question of withdrawal of his security as the same security was unauthorisedly   given to chairman’s family. To this Jagjeet Singh raised objection with the security incharge. After the issue was brought into the notice of chairman, in an alleged rage, the chairman issued the order of transferring Jagjeet Singh’s headquarter from Chandigarh to Nangal.”

When contacted the member power Jagjeet Singh, he said “i don’t want to comment on this.”

Yesterday, the chairman had issued a transfer order of chief engineer Bhakra dam CP Singh to BSL, Sundernagar. The post of chief engineer Bhakra dam is for Punjab cadre officer. CP Singh is a Punjab water resources department officer and is on deputation to BBMB. CP had recently uncovered a “Zinc Scam” at BBMB and suspended the store keeper, JE and recommended the suspension of SDO. But within days he was transferred to Sundernagar. Now the Punjab cadre post of chief engineer Bhakra Dam goes to Haryana cadre officer.

Earlier, the chairman had refused to adopt Punjab cadre water resources department chief engineer Harinder Pal Singh Bedi as secretary/ OSD to chairman, BBMB.

Another officer on the condition of anonymity said “the chairman has allotted an earmark residence of member irrigation to board’s financial advisor (FA) &CAO  Virender Kulharia which is against the rules. The board has three earmarked residences in sector 35-B Chandigarh, one is for chairman and two for member power and member irrigation. Though at present there is no member irrigation but by allotting member irrigation residence to a junior officer, FA, Chairman has bypassed the rules.”

When contacted the Chairman BBMB, Manoj Tripathi on blatant violation of the rules by changing of headquarter of member power Jagjeet Singh from Chandigarh to Nangal, he said “he is not a full fledged member power. He holds the CDC of member power along with chief engineer generation. The board is working on many projects and keeping this in mind, his services are needed at the projects the orders of change of his headquarter as member power was issued.” On transfer of CP Singh, chief engineer water resources / irrigation, he said “ he will be called back within few days after the enquiry committee submits its report.” On the allotment of member irrigation residence to FA, he said “ this is not a new thing. Many officers were allotted residences above their entitlement. Moreover the residence of member irrigation remained vacant for the last many years. If the new incumbent joins, the FA will vacate the residence.”
