India suspends Indus Water Treaty with Pakistan after 25 Indians and 1 Nepali citizen was killed in the Pahalgam terror attack on April 22,2025.

India Foreign Secretary Vikram Misri on Wednesday said that Pakistani diplomats have been classified as persona non grata and have been asked to leave the country within a week. This was among the many decisions taken at the Cabinet Committee of Security (CCS) meeting chaired by Prime Minister Narendra Modi, Union Home Minister Amit Shah and Defence Minister Rajnath Singh attended the meeting

Pakistani nationals will not be permitted to travel to India under the SAARC visa Exemption scheme. Any SPES visas (Self-Employment/Business Entry Visa) issued in the past to Pakistani nationals are deemed cancelled. Any Pakistani national currently in India under SPES visa has 48 hours to leave India.

The integrated checkpost Attari will be closed with immediate effect. Those who have crossed over with valid endorsements may return through that route before 1st May 2025.

India will be withdrawing its own Defence, Navy and Air advisors from the Indian High Commission in Islamabad. These posts in the respective High Commissions are deemed annulled.

Foreign secretary Vikram Mistry said, “The CCS reviewed the overall security situation and directed all forces to maintain high vigil. It resolved that perpetrators of this attack will be brought to justice and their sponsors held to account. As with the recent extradition of Tahawwur Rana, India will be unrelenting in the pursuit of those who have committed acts of terror or conspired to make them possible.”

What is Indus Water Treaty (IWT)?

The Indus Water Treaty (IWT) was a water-distribution treaty between India and Pakistan, arranged and negotiated by the World Bank, to use the water available in the Indus River and its tributaries. It was signed in Karachi on 19 September 1960 by then Indian Prime Minister Jawaharlal Nehru and then Pakistani president Field Marshal Ayub Khan.

The Treaty gives control over the waters of the three “Eastern Rivers” – the Beas, Ravi and Sutlej located in India with a mean annual flow of 41 billion m3 (33 million acre⋅ft) – to India, while control over the waters of the three “Western Rivers” – the Indus, Chenab and Jhelum located in India with a mean annual flow of 99 billion m3 – to Pakistan. India got about 30% of the total water carried by the Indus Rivers System located in India while Pakistan got the remaining 70%. The treaty allows India to use the water of Western Rivers for limited irrigation use and unlimited non-consumptive uses such as power generation, navigation, floating of property, fish culture, etc
