Pending clearances stall ADGP, IG,DIG promotions of 4 Punjab Police Officers

Today, Punjab government has issued a promotion order of 12 SSP/ AIG ranked officers as deputy inspector general (DIG), 4 as IGs and 1 as additional director general of police (ADGP).
In today’s order the government has kept the promotion order of Vivek Sheel Soni, IPS from SSP/ AIG/ Commandant to DIG, Inderbir Singh from DIG as IG, Paramraj Singh Umranangal, IPS and Gautam Cheema, IPS from IG to additional director general of police (ADGP) as pending.
As per orders, the promotion order of Vivek Sheel Soni, IPS from SSP/ AIG/ Commandant to DIG, Inderbir Singh from DIG as IG, Paramraj Singh Umranangal, IPS and Gautam Cheema, IPS from IG to additional director general of police (ADGP) decisions are kept in sealed cover due to the pendency of disciplinary proceedings against the officers. The sealed cover shall be opened after the finalization of the pending disciplinary proceedings against these officers.
Why These Officers Are Not Promoted?
Vivek Sheel Soni,IPS: The Punjab government had issued a show cause notices to Vivek Sheel Soni then senior superintendent of police (SSP), Mohali, and three other cops regarding the interview of gangster Lawrence Bishnoi conducted by a private channel in September 2022 in state police facility. The Special Investigation Team (SIT), probing the matter had also found misconduct, negligence and dereliction of duty on part of the officers concerned. The alleged interview had been conducted on the premises of CIA Staff, Kharar, which falls in the jurisdiction of police district SAS Nagar, Mohali.

Inderbir Singh,IPS :As per orders, Inderbir Singh, IPS orders from DIG as IG is kept pending as a chargesheet had been served to then Faridkot DIG Inderbir Singh after the convoy of Prime Minister Modi was stranded for half-an-hour on a flyover when he was travelling by road from Bathinda airport to Ferozepur on January 5, 2022. Also in March 2024 Punjab vigilance bureau (VB) had also filed chargesheets against him in two bribery cases, one of which was related to a drug case. The vigilance chargesheets are related to his tenure as DIG Ferozepur. In both cases, the DIG is accused of taking bribe – one from a drug peddler and another from a sub-inspector.
Paramraj Singh Umranangal, IPS: Umranangal is not new to controversies. He is already accused in Behbal Kalan firing case. In December 2023 he was also booked by a Punjab Police special investigation team (SIT) probing an alleged 1994 fake encounter case of one Sukhpal Singh of Gurdaspur. It came to light during the probe that it was stage managed and as a consequence, a fresh criminal case had been registered against Paramraj Singh Umranangal, among others.
Gautam Cheema, IPS: In December 2024, CBI Court sentences Gautam Cheema, IPS along with others to 8 Months Imprisonment with fine in a case of forcibly detaining a person from custody of Mohali Police Station. It was alleged that on August 26, 2014, at approximately 11:00 PM, Gautam Cheema, IPS, the then IGP, in an inebriated state, along with Ajay Choudhary and others, arrived at Police Station Phase-I, Mohali and forcibly took Sumedh Gulati (who had been arrested earlier that day in connection with another case) in a private car to Max Hospital, Phase-6, Mohali, where a complainant was admitted. It is further alleged that Gautam Cheema forcibly detained Sumedh Gulati in the same room and threatened the said complainant, demanding that she withdraw complaints filed against him.
