Power Ministry’s Linkage Rationalization Initiative Holds Promise of Billions in Savings for Punjab power consumers

In a significant turn of events, the Ministry of Power has initiated the third round of linkage rationalization, opening up avenues for substantial cost reductions in power generation. The Punjab State Power Corporation Limited (PSPCL) now finds itself at a crossroads, with an opportunity to harness these benefits for the betterment of its customers.

The Ministry of Power’s recent call for Expression of Interest from Independent Power Producers (IPPs) for the third round of linkage rationalization has triggered a wave of anticipation in the power sector. This process allows power producers to reconsider their existing coal linkages and potentially make a switch to more favorable sources.

Coal linkage rationalization in power sector has resulted in decrease in transportation cost from the mines to the power plants leading to more efficient coal-based power generation. The exercise helps in reducing the load on the transportation infrastructure, easing the evacuation constraints as well as reduction in landed cost of coal.The prominent beneficiaries of this move are Private IPP’s in the State Viz Talwandi Sabo Power Plant and Nabha Power Plant. The shift to a better coal source holds the promise of considerable reductions in energy charges for these power producers.

Since the entire generation is directly supplied to PSPCL by these IPPs, the corporation could emerge as the ultimate winner should this proposition be embraced. Projections indicate that for Talwandi Plant alone, this move could lead to an annual cost reduction of over Rs 350 crores i.e. a cumulative benefit of more than Rs. 6000 Crore over the remaining lifespan of the power plant. This massive sum is not intended to line the corporation’s coffers, but rather to be funneled directly into the pockets of power consumers in the form of reduced electricity charges.
