Powercom Accounts Staff stage resentment against PSPCL management over pressure tactics, assigning operational duties

“The Accounts Association strongly objects to the recent decision by PSPCL management to assign operational duties at various 66 kV Grid Sub-Stations to non-technical staff from the Accounts Cadre (AO/AAO Officers/Officials) during the period from 11th to 13th August 2025. This decision has been made in view of the strike/agitation mass casual leave for three days called by the PSEB Joint Forum Association” said Amit Kumar, Convener Joint Action Committee – Accounts Cadre, PSEB Accounts Audit & Administrative Services Association (Regd.) and Officers Accounts Association (Recognized).

“It is important to emphasize that these non-technical staff members neither possess the required technical training nor are officially designated to perform operational field tasks. Moreover, assigning such duties to untrained Accounts Cadre member’s amounts to pressurizing non-technical staff to undertake complex operational responsibilities while completely ignoring established safety measures and protocols” added Kumar

Furthermore, female members of the Accounts Cadre have also been assigned duties at Grid Sub-Stations, which raises additional concerns regarding safety and appropriateness. Any accident, mishap, or interruption in power supply occurring during this deputation will be the sole responsibility of the administration, as the deployed non-technical Accounts staff lack the necessary qualifications for these roles.The involvement of female members of the Accounts Cadre in these assignments further raises grave concerns about safety and suitability.

Further aggravating the issue, duties are being assigned far away from their respective headquarters, with some employees including female members of accounts cadre being deputed at Grid Sub-Stations more than 200 KM away. This cause undue hardshipand significant inconvenience. Such blatant disregard for safety not only jeopardizes the well-being of the deployed staff but also risks serious accidents, mishaps, or interruptions in the power supply.

The Association therefore urges the PSPCL management to intervene immediately and cease the assignment of Grid Sub-Station operational duties to non-technical Accounts Cadre members. The management, along with the officers responsible for imposing such duties, will bear full responsibility for any adverse consequences resulting from this violation.

The Convener, Amit Kumar, also said that the Association has always kept the issues of the power sector and the working of corporations at the top of its agenda, but the genuine demands of employees deserve timely resolution. However, a great injustice and deliberate delay is being caused, and he expresses deep disappointment over the continued inaction of PSPCL Management regarding the long-pending clarification for the grant of Time Bound Promotional Scales (TBPS) to Divisional Accountants (DAs), Revenue Accountants (RAs), and SAS Accountants (AAOs) who were promoted on or after 15.09.2003 after passing departmental exams, as well as the promotion of Dy. CAOs, Senior Accounts Officers, and Assistant Accounts Officers (Revenue). This persistent neglect has caused widespread resentment, frustration, and demoralization across the entire Accounts Cadre in PSPCL.

The Accounts Association strongly objects to this total violation and demands the immediate withdrawal of the assignment of operational duties to non-technical Accounts Cadre members at Grid Sub-Stations for the period 11th to 13th August 2025 and strongly calls upon PSPCL management to promptly resolve the long-pending demands of the Association.
