PSEB AA&ASA sounds agitation bugle against PSPCL management for ignoring genuine demands

The PSEB Accounts Audit & Administrative Services Association (Regd.) expresses deep disappointment over the continued inaction of PSPCL Management regarding the long-pending clarification for the grant of Time Bound Promotional Scales (TBPS) to Divisional Accountants (DAs), Revenue Accountants (RAs), and SAS Accountants (AAOs) who were promoted on or after 15.09.2003 after passing the departmental SAS examinations.

In a press communique, the association spokesperson said “Despite repeated representations and the latest discussions held during the meeting on 13.06.2025, wherein the  CMD, PSPCL acknowledged the genuineness and merit of the demand, no clarification has been issued to date.Furthermore, despite the Association’s repeated efforts to seek a follow-up meeting to resolve this long-pending matter, no response has been received. This continued indifference reflects a clear case of administrative apathy and disregard for legitimate employee concerns.”

This is not a new or additional demand, but a long-standing clarificatory request, fully aligned with past practices and policies. It is important to highlight that the said benefit was duly granted up to 15.09.2003, as per prevailing Finance Circulars (No. 58/1990, 18/1991, 8/2005, and 10/2008). This precedent must be upheld in the interest of fairness, consistency, and natural justice—a fact the entire accounts cadre strongly stands by.

Regrettably, even after sincere attempts by the Association to meet the  Director/Finance, no opportunity has been given. This has further demoralized the accounts cadre and raised serious questions about the intent to resolve the issue.An advance notice regarding this matter has already been submitted by the Association on 10.07.2025.

Accordingly, the Association now reiterates its position:

If no positive and time-bound resolution is initiated, agitation will commence without any further notice. The entire responsibility for any resulting disruption or unrest shall rest solely with the PSPCL Management for failing to resolve a legitimate and justified demand.

The Association firmly states:
We seek action — not promises this time.
