PSPCL prefer retirees over un-employed youths to meet manpower shortage

On one side, the state government is giving jobs to the youths and on the other side, Punjab state power corporation limited (PSPCL) has decided to recruit retired technical staff to meet with the manpower shortages and to maintain uninterrupted power supply to consumers during this paddy season.

Chief engineer central zone, Ludhiana on July 23,2024 has written to the superintending engineers to send the names of retired technical staff along with their consent within one day. Their age as on 31st. December 2024 should be less than 62 years. The letter mentions that in this summer and paddy season the PSPCL is facing difficulties to attend to consumer complaints and this leads to tarnishing the image of the corporation.

It may be mentioned that different employees associations have been highlighting the technical staff shortage in all the subdivisions and demanding filling of vacant technical posts so that consumers’ grievances could be addressed in a time schedule. PSPCL is opting for giving re-employment to retirees instead of offering regular jobs to youth.

When contacted the chief engineer central zone, Ludhiana, he said “ the letter is issued not for any recruitment or re-employment of retiree technical staff.  The main purpose of issuing the letter is to collect the data base of retired technical staff, who are willing to perform duties in case of any emergency. No person even he or she who is a retiree can be recruited without the consent of WTM (whole time members) board. Moreover, the powercom can call any pensioner whenever a need arises or in case of emergency.” When asked why they prefer retirees over youths? The youths who can be recruited through outsource system, he said “ we have a bad experience from the outsource employees. That’s why we initiated this process so that we can have a data of retirees who can perform the duty on voluntarily basis. “
