Punjab Revenue officers Association up the ante against govt; officers going on mass leave

Punjab revenue officers association comprising DROs, Tehsildars and Naib Tehsildars has decided to go on mass casual leave from 01.06.2022 to 06.06.2022 against arbitrary decision and non-responsive attitude of state Revenue Department

Today Punjab Revenue Officer Association held an online meeting, has passed a resolution and condemned the suspension of three officers Jeewan Garg, Harminder singh and Harminder Singh Sidhu.

Gurdev Singh Dham, President, Punjab Revenue Officer Association said “in the beginning I extend my sincere apology from general public who is at receiving end and is going to face harassment because of absurd decisions of the Revenue Department without any fault. It is a clear cut case of political vendetta.”

Dham again felt sorry for inconvenience and always endorse one thing that we don’t want to harass innocent public but we are not left with no alternative to convey and communicate our message to government who never responds the genuine communications and used to pass Nadhar Shahi Farmans.

He said “yesterday, orders to suspend our colleagues Jeevan Garg and Harminder Singh without any fault just on false pretext of registering documents without NOC whereas there was no restriction to do so after 22.11. 2021.”

“A lot of confusion is prevailing regarding NOC since 2018, I have written dozens letter but of no avail. Last week FCR sahib issued another set of instructions on 24.05.2022 which is reiteration of old one but are against the interest of general public, where all sale/transfer deeds including of villages upto 1000 yards has been banned” added Dham.

He added “the Government is least bothered for concerns of general public and don’t know, and even never tried to know, the compulsions of public as well as Revenue officers. Revenue officers have to work in direct contact of public and cannot shut their eyes.”

Mass Casual Leave

 Dham gave an example ‘Only the wearer knows where shoe pinches’ and only Revenue officers can explain the grief of common men. We know how hard is to convince a mother of ailing son that she can’t sell his plot because of NOC. It is equally hard to convince a father regarding NOC who has to marry his daughter with receipts of sale deed of his sole property.

Responsible department Housing and Local bodies are enjoying but onus has unnecessary shifted to Revenue Department.

Dham siad “against arbitrariness of suspension orders we convened a zoom meeting today at 9 o’clock; majority of DROs, Tehsildars and Naib Tehsildars participated in this meeting and decided as below:

All participants condemned suspension of three officers Jeewan Garg, Harminder singh and Harminder Singh Sidhu.

It is worth to mention that undersigned wrote almost 12-13 letters to CM Punjab, RM Punjab, FCR sahib and PS Housing. Lastly a comprehensive letter was sent to all seniors on 07.05.2022, handed over it to all DCs and circulated it to public on the same day.

It is worth to note that there was no bar on registration of plots since Dec 2019 to July 2021. For some period it was restrained by  High Court but again all registration was allowed with some exceptions vide speaking order of FCR dated 22 Nov 2021.

High Court vide order dated 04.04.2022 didn’t set aside the order dated22.11.2021 but bar the registration in future.

In view of this situation there was no bar on registration with or without NOC. Hence orders passed by Revenue Department are wrong, mistimed and just to harass the Revenue officers.

Therefore Revenue Officers unanimously decided proceed on mass leave from 01.06.2022 to 06.06.2022 against arbitrary decision and non-responsive attitude of Revenue Department.
