Shot in the arm for striking PCS Officers’ Association as Excise and Taxation officers association extended support

After the revenue department, transport department, dc offices, PSEB Engineers Association support, now the striking PCS Officers’ Association has got shot in the arm as Confederation of the Associations of Excise and Taxation Department, Punjab has also extended their support to them.

A spokesperson said “in an expression of solidarity and support to the ongoing protest of Punjab PCS Officers’ Association (henceforth called PCSA) against the wrongful implication and arrest of RTA  Narinder Dhaliwal by the Vigilance authorities, the Confederation of the Associations of Excise and Taxation Department, Punjab has decided to endorse their agitation and proceed on mass casual leave for one days on 10th January, 2023. We also appreciate the telephonic request to the Association whereby the PCSA has sought the active support of the Association. The Confederation seconds the four demands put forward by the PCSA to CM, Punjab vide its letter no. PCSA 23/4/09.01.2023, in letter and spirit”.

He added that “the decision was taken in virtual meeting of executive members of the Confederation, to discuss excesses of Vigilance to implicate Administrative Officers and acting contrary to mandatory provisions of PC Act, 1988. The VB has acted irresponsibly, illegally and arbitrarily in registration of FIR No. 8 and 9 of 2020 registered by VB, Mohali, FIR No. 13/2022 by VB, Bathinda, FIR No. 20/2022 by VB, Mohali and FIR No. 18/2022 by VB(EOW), Ludhiana and the Confederation wants these FIRs to be quashed, and action be initiated against the VB officials involved.”

Though the action by the Confederation of the Associations of Excise and Taxation Department, Punjab is occasioned by and in support of the ongoing protest by Punjab PCS Officers Association, it is also aimed at drawing the attention on the Government to the repeated violations of the provisions of the Government of Punjab, Department of Vigilance letter No. 19/1/98-GV(1)/3900-4050 dated 06 March 2000 and the Prevention of Corruption (Amendment) Act 2018 by Vigilance authorities. As mentioned above, our Officers/Officials Senior Officers’ Association N.K. Dubey Jt. ETC Patron, Jaskaran Brar DETC, President, Bhupinder Bhatia AETC, Working President Excise & Taxation Officers’ Association, Baldeep Karan Singh President ,Bhawna Handa Vice President, Excise & Taxation Inspectors’ Association ,Kulwinder Singh Rai President, Hardeep Singh Sr. Vice President ,Ministerial Asso. of Excise & Taxation Department, Varinder Singh Chairman ,Khushkaran Jeet Singh President have faced similar atrocities by the Vigilance Bureau, in 2020, where many of our officers were arrested and subject to undue hardships. Whether it is the arrest of our fellow Excise and Taxation Officers/Officials, or Tarsem Chand, PCS or Narinder Dhaliwal, PCS, the common thread in all these arbitrary arrests is the complete disregard of the provisions of the Vigilance Department letter dated 03 March 2020 and the Prevention of Corruption (Amendment) Act, 2018 by Vigilance authorities.”

“To show solidarity with the PCS Officers Association, the Officers/Officials of Excise & Taxation Department, Punjab have hereby decided to go on a mass casual leave on 10th January, 2023’ concluded the spokesperson.
