After nationwide widespread protests, a three-judge bench of the Supreme Court on Friday stayed an earlier order to permanently relocate stray dogs from the streets to dog shelters in Delhi-National Capital Region (NCR), but banned feeding of stray dogs in public places and warned of appropriate action in case of violations.
However, the apex court clarified that the release directive is only for stray dogs that are not infected with rabies or exhibiting aggressive behaviour.
Animal activists and NGOs that approached the Supreme Court against the earlier stray dogs order have been directed to pay for construction of dog shelters. Each dog lover and NGO is asked to pay Rs 25,000 and Rs 2 lakh respectively, reported Bar and Bench.
A three-judge special bench comprising Justices Vikram Nath, Sandeep Mehta and N V Anjaria stayed the directive of a two-judge bench that had ordered authorities in Delhi-NCR to start picking up stray dogs from all localities “at the earliest” and relocate the canines to dog shelters.
Expanding the scope of the proceedings nationwide, the Court also impleaded all States and Union Territories to facilitate the framing of a uniform policy.
In the earlier August 11 order, the court had directed the relocation of stray dogs in the region within eight weeks, a move that had triggered protests, not just in the national capital, but several others parts of India.
