Training of Trainers Programme on RTI Act at Patiala

A 3-day programme on Training of Trainers (ToT) on RTI Act, 2005 commenced today at the Regional Centre, Patiala of Mahatma Gandhi State Institute of Public Administration (MGSIPA) Punjab. More 30 Officers and Officials of Different Ranks are taking part in programme sponsored by Department of Personnel and Training (DoPT), Government of India.

Initiating the discussion Jarnail Singh, Course Director (RTI) MGSIPA, Chandigarh –cum- Regional Project Director, MGSIPA Regional Centre, Patiala highlighted the importance of the ToT programme. He said that it aims to prepare the trainers and also to encourage the officers to ensure the fulfilment of the objectives of RTI Act, 2005 and subsequent amendments in Rules in their respective Government Offices for serving the larger public interest.  He expressed his gratitude to the Government Departments for sponsoring the participation in this significant event. He said that MGSIPA which is being headed by Senior IAS Officers including Sarvesh Kaushal, Special Chief Secretary –cum- Director General and Raji P. Srivastva, Director has expanded the scope of the training programmes to great extent and over 250 training programmes in different disciplines are being organised to bring efficiency and improvement in the functioning of State Government Departments.

On First Day of Programme, Eminent RTI expert Dr. Paramjit Singh, Professor, Law Department, Punjabi University, Patiala highlighted salient features and overall view of the RTI Act. He emphases the need of pro-getting the features of RTI Act, 2005. So that maximum people get knowledge and benefit of this pro-people legislation.

Yash Paul Manvi, Assistant Director (Retd.), Punjab School Education Department gave well-structured presentation on RTI Act, 2005. Another expert Puran Chand Arora, Senior Advocate Patiala author of Punjab Civil Service Rules and RTI Act, 2005 Books delivered a highly informative lecture on RTI Act, 2005.

In the end of the Day discussion session was addressed by A.S. Sodhi, Project Coordinator, MGSIPA RC Patiala.
