Doctors working in Government Medical and Dental Colleges in Patiala and Amritsar have out rightly rejected the Sixth Punjab Pay Commission report relating to the medical and dental faculty passed by the state government which has resulted in huge financial loss to them in the present form and the doctors have categorically decided to oppose it tooth and nail.

According to Dr. D.S. Bhullar, General Secretary of Punjab State Medical and Dental Teachers Association, the cabinet decision on pay commission report will result in drastic cut in the salaries of medical and dental teachers instead of any financial benefits as the non-practice allowance (NPA) has been decreased from 25 to 20 percent and delinked from the basic pay for the first time in the history of Punjab pay commissions.

NPA is part of the basic pay and considered as pay for calculation of other allowances including dearness and house rent allowances. Even the Supreme Court of India has upheld the decision of the Tribunal and the High Court, by holding that 25% of the pay as NPA would mean 25% of the basic pay inclusive of the benefits and that the doctors were entitled to Non-Practising Allowance (NPA) linked to their pay i.e. 25 % of their basic pay.

The executive body of the Punjab and Patiala Unit of Punjab State Medical and Dental Teachers Association in its emergency meeting held yesterday in Patiala has decided to oppose any such financial loss to the faculty and has urged the Chief Minister Punjab Capt. Amrinder Singh to personally intervene to undo injustice to the medical and dental teachers and fix the new pay of the government doctors by applying the 2.59 formula as in case of employees of all other cadres under Punjab Government.

6th pay commission recommendations -a cruel joke for Medical Dental Teachers. Although the state government claims to have given us the central pattern but has done cherry picking by ignoring the recommendations beneficial to the doctors. The state government has back stabbed the government doctors and made mockery of our Covid pandemic services by lowering our salary instead of any extra benefits as rewards. We demand to give central pattern in Toto and also restore the academic allowance.

The association has also decided to suspend OPD and operation theatre services and teaching in Government Medical and Dental Colleges and hospitals in Patiala and Amritsar on Monday (June 21) for three hours in protest and action committees have been constituted under the leadership of Acting State President Dr. Vijay Bodal, past State President Dr. Mridu Gupta, State Joint Secretary Dr. Navjot Singh Khurna, president Patiala unit Dr Darshanjit Singh Walia and Finance Secretary Dr Preetinder Singh Chahal which will spearhead the agitation along with PCMS and others government doctors associations to press upon the government to accept the demands.
