Colonel’s assault, Youth Awardee Thrashing case: Human Rights Commission takes suo-motu notice; seek report from SSPs

The Punjab State & Chandigarh (UT) Human Rights Commission Chairperson Justice Sant Parkash, while taking suo-motu cognizance of Army’s Colonel assaulting case in Patiala and National Youth Awardees thrashing case in Chandigarh called for report from the concerned authorities by the next date of hearing.

As per the Commission, a complaint No. 1993/15/2025 regarding the news-item running in leading daily news channel on you tube under the caption ‘Punjab police allegedly assaults army officer and son..’ indicating that police of Patiala gave severe beatings to Colonel and his son leaving the father with a broken arm and his son with a head injury in Patiala. Father and son stopped their car at a dhaba for taking meal and the drunken police personnel came from wrong side and asked them to remove their car in an uncurteous language.

Victims have video of the incident also and FIR has been registered after the intervention the police rather police is pressurising and threatening for compromising the matter.

Commission takes suo motu cognizance in the matter.

Accordingly, let the complaint be put up before, Senior Superintendent of Police, Patiala to submit his report a week before the next date of hearing which is listed on 24.04.2025

A copy of the order, along with a copy of the complaint be sent to the Senior Superintendent of Police, Patiala through e-mail and by post for compliance and to the ADGP, Human Rights, Punjab, Chandigarh, for information.

In another Complaint No. 1994/30/2025, the Commission has perused the news-item published in leading daily newspaper under the caption ‘National Youth Awardee ki thane mein berehmi se pitayi; angoothey mein fracture, kayi jgah zakhm’ indicating that one national youth awardee, namely, Rohit Kumar, went to Police Post for helping two girls known to him who had given a complaint against their father for exploiting them physically. Police personnel present in Police Post slapped those girls due to which Rohit Kumar asked police to treat those girls humanly but police personnel got annoyed and gave him severe beatings. He became unconscious and fell down. Matter was reported to Senior Superintendent of Police , U.T. by Rohit Kumar but no action has been taken in the matter.

The Commission takes suo-motu cognizance of the matter.

Accordingly, let the matter be put up before Senior superintendent of Police, Chandigarh who may look into the complaint and submit his report by the next date of hearing listed on 04.04.2025

A copy of the order, along with the copy of the news-item be sent to Senior Superintendent of Police, Chandigarh through e-mail and by post for compliance and to DGP, Chandigarh Home Secretary Chandigarh and Chief Secretary Chandigarh for information.
