Rupnagar Civil Surgeon Dr. Balwinder Kaur today clarified that the video recently circulated regarding the Civil Hospital’s de-addiction centre is completely baseless and lacks factual accuracy.

She informed that under the State Government’s “Yudh Nashian Virudh” campaign, free treatment is being provided to youth suffering from drug addiction. However, some anti-social elements recently made a video concerning the de-addiction centre, and upon preliminary investigation, the content of the video was found to be entirely misleading and without any factual foundation.

Dr. Balwinder Kaur stated that the de-addiction centre at Civil Hospital, Rupnagar, which has a capacity of 36 patients, is currently providing free treatment to all 36 patients. Out of these, 28 patients are receiving treatment with voluntarily consent under Order 64-A of the NDPS Act.

She added that on the directions of Deputy Commissioner Varjeet Walia, a preliminary inquiry was conducted under the supervision of the SDM, Civil Surgeon and DSP. All patients at the centre were thoroughly checked, and the investigation revealed that no illegal substances were found on the premises.

To ensure a comprehensive and unbiased investigation, Deputy Commissioner has constituted a three-member committee comprising the SDM, Civil Surgeon, and DSP. The committee will submit its detailed report within one week.

Sharing details about the security arrangements at the centre, Dr. Kaur informed that the facility is manned by 7 security guards and 8 ward attendants. Additionally, Rupnagar Police also guards the centre round-the-clock, and all are regularly present on duty.

She further stated that keeping in view the seriousness of the matter and the safety of the patients, complete checks are being conducted on both patients and their visiting family members. To maintain transparency and security, a female security staff member will also be deployed at the centre.

Dr. Balwinder Kaur emphasized that during the investigation, it was found that all staff members, security guards, and police personnel were present on duty and were diligently maintaining cleanliness and proper care of the patients. The patients also expressed their satisfaction at the treatment being provided at the deaddiction center.
