Sarabjot Singh Sidhu, son of former Union Home Minister Buta Singh has lodged complaint against Punjab Congress President Amarinder Singh Raja Warring.

As per available information, Sidhu has forwarded a written complaint to SSP Kapurthala to register a case against Lok Sabha MP Amarinder Singh Raja Warring for making derogatory remarks against his father Buta Singh, former Union Home Minister

In his complaint to SSP, Kapurthala , Sidhu said that ” I, am a law-abiding citizen and a member of the Scheduled Caste (Mazhabi community), humbly submit this complaint seeking urgent legal action against Mr. Amrinder Singh @ Raja Warring, President of the Punjab Pradesh Congress Committee, for his deeply offensive and casteist remarks made in public discourse. It has come to my attention through credible sources and media reports that Mr. Amrinder Singh @ Raja Warring, while addressing a public gathering at Taran Taran, Amritsar, Punjab Byelection speech in a Public Gathering, made the following statement (paraphrased): “Congress made Buta Singh as a Home Minister of India only because he was a Mazhabi Community Black Sikh working in the profession of Buffalo Fodder Feeding activities.”

He further added that  “This statement is not only factually incorrect and racially charged, but it also constitutes a direct insult to the dignity and legacy of Late Shri Buta Singh, a revered leader of the Schedule Caste Community and former Home Minister of India, who belonged to the Mazhabi Sikh community. The use of the term “Black Sikh” was used with intention by the offender in a derogatory context to hurt the sentiments of the Complainant, his family and the Community. The word ” rang kala ” intentionally was used by offender to hurt the sentiments of the complainant and his family. Not only this but it is a defamatory and abuse to the Mazhabi Sikhs by pointing ” Kala Rang”. The use of word “KALA MAZBI SIKH” amounts hitting personal personality of the individual person and is against Constitution of India hitting the race and caste of the concerned person at large. It clearly amounts to ” Body Shaming ” and tantamount to defamation and defaming the father of the complainant at large public gathering, giving a clear message to public as if his father was not fit and didn’t have calibre and qualities and political career built up by him by his hard labour working politically for masses / public to become the Union Home Minister. Rather the offender has defamed every Black Mazhabi Sikh by using such derogatory and defamatory words and deserves facing stern legal action by putting him to trial for committing such offence, as use of such words fall within ambit of defamation”.

“The words Black Sikh reinforce the historically entrenched ideas like the superiority of the upper castes over the lower castes/ untouchables. The notion of purity over pollution, as envisaged by the Act of SC ST Prevention act 1989 Section 3(1)(r) and 3(1)(s) and 3(1)(u). be said that an insult or intimidation of the type envisaged. This section defines the offence of atrocities and states with regard to the verbal insults that a person would be guilty of an offence when he or she intentionally insults or intimidates with intent to humiliate a member of SC or.ST in any place within Public View. It is a clear attempt to demean his identity and caste background, thereby humiliating the entire Mazhabi (SC) community” said Sidhu in his police complaint.

He said the Grounds for Criminal Action against Raja Warring is,its a Violation of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989:. Section 3(1)(r): Intentionally insults or intimidates with intent to humiliate a member of a Scheduled Caste in any place within public view. Section 3(1)(s): Abuses any member of a Scheduled Caste by caste name in public. Section 3(1)(u): Promotes feelings of enmity, hatred or ill-will against members of the Scheduled Castes. Relevant Sections under Bharatiya Nyaya Sanhita (BNS), 2023: Section 282: Promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc. Section 285: Acts prejudicial to maintenance of harmony. Section 354: Intentional insult with intent to provoke breach of peace.

He said the remarks have caused immense emotional distress and public outrage among members of the Valmiki community across Punjab and India. They have the potential to incite caste-based tensions and disrupt communal harmony in the state. They dishonour the legacy of a national leader who served the country with distinction.

He added that” Register an FIR against Raja Warring under the aforementioned provisions of law, initiate a thorough investigation into the incident and its impact on public peace. and take appropriate legal action to ensure accountability and prevent recurrence of such caste-insulting behaviour.

Meanwhile, despite call, he could not be contacted for comments.
