Powercom engineer’s sounds the revolt bugle, announce to stage a state level ‘Powerful’ protest

The PSEB Engineers’ Association (PSEBEA) has announced a State Level Protest Meeting being organised in Patiala on 2 Dec 2025 to express their resentment against the management and noted its actions exerting undue pressure on engineers so as to make the officers either fall in line or face extreme actions.

Er. Ajay Pal Singh Atwal, general secretary PSEBEA said “Power engineers across Punjab will be gathering to express their strong resentment against the recent arbitrary actions, sale of power sector properties, growing interference in the power sector, inaction regarding Electricity Amendment Bill 2025, and the ongoing attempts to undermine technical autonomy and institutional integrity of power sector. This meeting will be attended by over 1000 Power Engineers and dignitaries from all over Punjab”.

PSEBEA spokesperson added that the protest meeting will be held on 02 December 2025, at 11 am onwards at Palm Courts, Rajpura Road, Patiala demanding the immediate halt of sale of  PSPCL/PSTCL  assets and properties, resume the process for setting up the state sector 2 × 800 MW supercritical units at Ropar, unconditional revocation of the suspension of  chief engineer Ropar thermal  and abrupt removal of Er. Harjit Singh, Director/Generation PSPCL on unsubstantiated and fabricated technical data and curb unwarranted political interference and restrict the involvement of private consultants in technical and administrative decisions of power sector. Further, to add fuel to the fire, another Chief Engineer was issued show cause notice merely for proceeding on Medical Leave by the management in a hasty and illegitimate manner without application of mind which was later-on withdrawn after objection by the Association.

Ajaypal Singh Atwal further added that “engineers have conveyed their concerns through meetings and letters to the concerned authorities including Chief Minister, Power Minister CMD/ PSPCL secretary/Power. However, no corrective action has been taken, compelling the engineers to resort to the path of agitation. The agitation will be further intensified and the management shall be solely responsible for any disruption of industrial peace”.

It may be added that PSPCL records show considerable improvements and reduction in cost in the performance of  Ropar and Goindwal thermal plants chief engineer  has been suspended merely on a note initiated by Power Minister  As per rules committee of whole time members is authorised to take disciplinary actions on SE and above . Further as per Companies Act 2013 – Article of Association of PSPCL only selection committee can recommend for removal of any director of PSPCL.  Power Minister has no legal powers to suo-motu remove any Director of PSPCL or any other senior engineer nor does the  Minister has powers to initiate disciplinary action against a Chief Engineer.
