Pensioner Doctors Urge Punjab Government to Stop Step-Motherly Treatment

Pensioner Doctors Association Punjab, a state body of retired PCMS Officers and medical dental teachers has welcomed the decision of Punjab & Haryana High Court directing the state government to grant uniform Dearness Allowance (DA) to all state employees bringing them at par with senior officers and to clear all pending dues by June 30.
The Association during its second annual meeting held recently under the leadership of State President Dr DC Sharma and Vice President Dr. DS Bhullar, urged the state government to clear all long pending dues of the of pensioners of Punjab Government with 18% interest without opting for any delaying tactics and stop diverting huge money from state coffers being wasted in one or the other form. The leaders expressed apprehensions about the intentions of the Government which may ignore the recent High Court direction, a step neither in the interest of the pensioners nor the Government. The anti-employees and anti-pensioners attitude and approach of the Government has already been exposed but this step motherly behavior and injustice by the government will not be tolerated further, alleged the leaders.
According to Dr Shashi Pandhi, Finance Secretary of the Association, the pensioners are also part of the state government and have put long years of their service. The Government is trying to influence voters by introducing populous schemes for the run up to year 2027 state assembly elections but it should also appreciate that government employees and pensioners along with their families represent one tenth or more of Punjab’s voting population making them a highly influential electoral bloc and any anti employees and anti-pensioners step of the government will automatically lead to anti-incumbency for the government.

“The Association has also alleged that the Punjab Government has wrongly the revised pension w.e.f. January, 2016 by considering DA at 113%, whereas it was admissible at 125%. Demanding its rectification by using the best option ideally for every pensioner out of the three options i.e. first being fixation with DA at 125%, as has been done by Union Government, secondly by application of multiplication factor of 2.59 as has been done in case of Punjab Government employees and third by applying the formula of Notional Pay Fixation, but Government did not implement these options till now” said Dr. D.C Sharma, President .
“The other demands of the pensioner doctors include Cashless Medical Treatment and Diagnostic Tests (OPD & Indoor) to pensioners, at every Hospital and Diagnostic Centre in the country and also abroad without any upper limit. It also demanded grant of full pension after 25 years of service as recommended by the 5th Punjab Pay Commission but the Government notified it only in 2011 and denied this benefit to those retired before this notification, though the pay commission report was to be implemented w.e.f. January, 2006” added Dr.D.S.Bhullar, Vice President .
