Power sector Joint Action Committee urges power minister to drop sale of PSPCL/PSTCL land

Power sector Joint Action Committee (PSJAC) has urged the new power minister to drop the proposed sale of state power company (PSPCL/PSTCL) properties on the pretext of Optimum Utilization of Vacant Govt Land (OUVGL) scheme, which were meant for up gradation of power sector infrastructure in the state.
Ajaypal Singh Atwal , Secretary PSJAC in his letter said that the sale of Powercom land has spread resentment amongst the thousands of employees, engineers, pensioners & other stakeholders. The selling of these properties is a short-sighted measure that will hinder long-term development. Instead these assets can be best utilized to strengthen the power sector.
The land can be used to construct new Sub-stations, modern offices, store outlets, transformer receiving yards, metering labs etc. and addressing congestion issues. This can also be used for setting up ground mounted solar power plants, Battery energy storage systems (BESS) aligning with the national green energy targets.

Moreover , these lands can be used as land banks: Instead of an outright sale, these assets can function as strong, tangible assets for financial stability and act as collateral to secure bank loans, offering liquidity without the need to sell the property.
Selling of public assets often leads to a long-term loss of infrastructure control and potential legal challenges, while retaining them allows strategic redevelopment.
JAC has suggested that a high Power technical and finance experts committee from within PSPCL may be constituted to deliberate detailed proposals in a time bound manner on how these assets can be revived and utilized.
