State govt suspends chief engineer irrigation

Haryana govt today suspended its chief engineer working with sate irrigation and water resource department and former member irrigation of Bhakra beas management board (BBMB), Gulab Singh Narwal.

During the suspension period, his head quarter is fixed at Irrigation & WR department, Haryana at aHaryana , Irrigation& water resources department ,”the action under rule-7 of the HCS (Punishment &Appeals) Rules 2016 may be initiated against him.

Narwal had been appointed as Member, Irrigation in Bhakra Beas Management Board by Govt. of India, Ministry of Power in March 2019, for a period of three years.  But, the department of personnel & training (DoPT) prematurely repatriated Gulab Singh Narwal, member irrigation to his parent department, in Haryana on September 9,2020 , as he challenged the appointment of BBMB chairman by the Centre govt. The centre govt on July 17, 2020, appointed Tanmay Kumar, a 1993-batch IAS officer as the chairman of BBMB. The appointment was challenged by Gulab Singh Narwal, BBMB member (irrigation), as Narwal was the senior-most member of the board.

He had also challenged the “illegal alteration in date of birth, fraud committed under various Sections of Indian Penal Code including section 420 and IPC Section 120B and illegal appointment as Member(I)-criminal conspiracy by  S.K. Sharma, Member (Irrigation) BBMB ministry of power GOI Chandigarh’ in the court

Born in March, 1969 he was the youngest ever Whole Time Member of BBMB with many Technical, Law & Management degrees. Prior to his appointment as Member, Irrigation, BBMB, he was working in BBMB as Chief Engineer, BSL.

Dr. Narwal had a vast experience in Planning, Design and Construction of Irrigation infrastructure, Water Resources and Hydro Power projects. He has the honour to represent India in Singapore in the year 2007 on the subject of Integrated Water Resources Management.
