PSPCL and PSTCL engineers association, under its PSEBEA banner, today submitted a detailed plan to its CMD, for the safety of its engineers, employees, technical staff, after the Covid cases today crosses 5K mark in Punjab.

As per the Er jasvir Singh Dhiman, president PSEBEA “ PSPCL and PSTCL are performing an essential service for securing smooth and uninterrupted power flow across the State. The functioning of public health services, the most strained sector during the ongoing COVID pandemic outbreak, is largely dependent on the round the clock reliable supply of electricity. During these trying times engineers and technical staff are working day and night to ensure uninterrupted power supply to the consumers of the State. “

Dhiman added that “Association understands that the ongoing pandemic has caused extraordinary challenges for the engineers and also for the management. It is requested that appropriate strategies should be planned to ensure that operations and infrastructure are properly supported to provide reliable electricity during this emergency. Following suggestion of the association may please be considered on an urgent basis to ensure energy security of the State and to safeguard the interest of the corporation and the health of its engineers and employees:

Already there are reports from some states regarding possible interruption in the supply of electricity due to an increase in COVID infections among its electricity operations staff. PSPCL and PSTCL to prepare a disaster management plan in case of exigencies for generation, transmission, distribution and other important wings of both corporations.”

Er Ajaypal Singh Atwal, general secretary of PSEBEA said “to immediately identify key personnel and infrastructure and ensure their safety. The functions critical to the continued operations and the people needed to fill those positions should be identified. To plan for continuity of supply in case officials/ engineers working at critical positions get infected. To ensure sufficient availability of fuel at all generating stations. To ensure sufficient availability of materials and spares in stores. To reduce crowding in offices, attendance of non-essential employees be reduced to 50% of staff strength. Work for home for elderly and sick employees be enforced immediately. To suspend/reduce public dealing in all offices and to publish advertisements to encourage consumers to use online services instead of visiting corporation offices. “

To suspend/reduce public dealing in all offices and to publish advertisements to encourage consumers to use online services instead of visiting corporation offices. “

Atwal further suggested that “the activities like defaulting etc that can be suspended or postponed during the ongoing peak of COVID pandemic be identified and temporarily suspended. PSPCL to adopt various Punjab Government guidelines regarding quarantine leave and vaccination for its employees posted at head office and various distribution offices. It may be noted that even though PSTCL has adopted all such instructions, PSPCL is yet to take a decision regarding adopting such important and critical instructions. Non-adoption of these instructions by PSPCL is not only a violation of Punjab Government guidelines but is creating confusion among the various field offices.”

They further suggested to the management that “to issue instructions to suspend all physical meetings at all levels, meetings to be conducted through VC only. To adopt e-office on an urgent basis. To issue instructions to ensure availability of sufficient numbers of safety equipment like face shields, masks, sanitisers, thermal scanners and other sanitary products as per requirement etc in all offices.

To immediately establish Zonal level COVID control rooms to keep a check on infections in field staff and check incidents related to power interruptions to healthcare facilities in the State. Review the status every 15 days at higher management level. “

PSPCL/PSTCL engineers submitted detailed plan for employees safety ;uninterrupted power supply in pandemic period . Considering the importance of energy security of the State and continuity of power supply to the health care facilities and to avoid any untoward incident, it is requested that necessary instruction be issued immediately by the corporations.
