Ad hocisim to continue in PSPCL; newly appointed PSPCL director to hold charge of three directors

Today, CMD Punjab state power corporation limited (PSPCL) , Er Baldev Singh Sran has given the additional charge of director human resource (HR) and director administration to the newly appointed director commercial Er Ravinder Singh Saini.
The state government has appointed Ravinder Singh Saini as director commercial, Daljit Inder Pal Singh Grewal as director distribution on February 28,2023 and extended the term of incumbent CMD Baldev Singh Sran for another one year on March 1,2023.
After these appointments, the posts of director administration and director human resources (HR) are still vacant. The charge of these posts has been given to director commercial.
Normally, a politician has been appointed as the director administration in both the power corporations- Punjab state power corporation and Punjab state transmission corporation limited.
After the formation of aam admi party in Punjab in March 2022, the of post of director administration fall vacant on May 17,2022 as the government sacks Gagandeep Singh Jalalpur, a congress appointed director.
On the other hand the post of director human resource (HR) is vacant since 2012 as no government has ever appointed any person as director HR after HC Seth.

But to their utter surprise, it is alleged by the employees that a private consultant of a Banglore based has been hired for day to day working of HR department.
Interestingly, HC Seth is the first and the last director human resources (HR) of the Punjab state power corporation limited (PSPCL). Seth was appointed director after the unbundling of erstwhile Punjab state electricity board in 2010 and two corporations namely Punjab state power corporation and Punjab state transmission corporation limited were carved out of erstwhile PSEB.
After the unbundling of PSEB in 2010, Er. K D Chaudhary was appointed as the first CMD of PSPCL, Anurag Aggarwal the first CMD of PSTCL, Er. G S Chabbra the first Director, Generation, PSPCL, Er. A K Verma the first Director, Distribution, PSPCL, S C Arora the first Director, Finance, PSPCL,H C Seth the first Director, HR, PSPCL, Uma Kant Panda the first Director, Finance, PSTCL and Er. Ravinder Singh the first Director, Technical, PSTCL.
