“Repatriation though prerogative of Govt. of India is condemnable when it is based on caste biases. Gulab Singh Narwal Member Irrigation Branch ,Bhakhra Beas Management Board (BBMB), belongs to Scheduled Caste community, who was in race for Chairmanship of the BBMB not only have been ignored but packed back to Haryana Govt. from where he had come to the organization on deputation. So far not even a single time any SC, ST or OBC person was ever appointed Chairman of this prestigious organization and Courts talk of Creamy Layer among Scheduled Castes” said SR Ladhar, former IAS officer
BBMB member premature repatriation is based on caste biases-PAGAAM. PAGAAM condemns the act of government of India as Narwal who is most meritorious was at loggerheads due to the fact that he use to highlight the omission and commissions of former Chairman of the BBMB. Also he had moved the Punjab High Court on this issue.
First time in the history, Bhakhra beas management board has yesterday prematurely repatriated its member irrigation, Gulab Singh Narwal, to his parent organization –irrigation and Water resources department, government of Haryana, with immediate effect.
Gulab Singh Narwal has joined as Member Irrigation in Bhakra Beas Management Board on 27th March 2019, for a period of three years. Prior to this, he was posted as Chief Engineer, BSL Project BBMB Sunder Nagar in Himachal Pradesh. He joined Irrigation Department Haryana in 1998 as AEE Class-1 on the pattern of UPSC Engineering Services.
