BBMB member prematurely repatriated to parent state

In a sudden move, Bhakra Beas Management Board (BBMB) , member irrigation Gulab Singh Narwal has been repatriated to his parent state.
In an order number 20/03/2019-EO (SM-II) dated 08-09-2020 issued by department of personnel & training (DoPT) conveying the approval of the competent authority for premature repatriation of Gulab Singh Narwal, member irrigation to his parent department, in Haryana with immediate effect. The president of India has also approved his reparation.
Gulab Singh Narwal has joined as Member Irrigation in Bhakra Beas Management Board (BBMB) on 27th March 2019, for a period of three years. Prior to this, he was posted as Chief Engineer, BSL Project BBMB Sunder Nagar in Himachal Pradesh. He joined Irrigation Department Haryana in 1998 as AEE Class-1 on the pattern of UPSC Engineering Services.
The Centre on July 17, 2020, appointed Tanmay Kumar, a 1993-batch IAS officer as the chairman of BBMB. Kumar is posted in the Union power ministry. The appointment was challenged by Gulab Singh Narwal, BBMB member (irrigation). Narwal is the senior-most member of the board.
As per the advertisement given by the government, the person to be appointed as a chairman can only be “a senior and an eminent engineer with wide experience in construction, operation, and maintenance of major irrigation and power projects and Narwal contended that he is the senior most member of the board and have the required expertise and qualification.
The Centre obtains panel of officers from Punjab government and an officer so selected from the panel was appointed as Member (Power), BBMB, whereas an officer selected from the panel forwarded by the Haryana government was appointed as Member (Irrigation) BBMB.
When contacted, Gulab Singh Narwal, he didn’t pick up the phone.
