The decision taken by Capt Amarinder Singh led congress government in 2020 is proving ‘Blessings in disguise’ for Punjab education minister Harjot Bains, accused in abatement to the suicide of a teacher – Balwinder Kaur.

Today, chairman, National Commission for Minorities, Iqbal Singh Lalpura said, “ CBI can’t investigate this case as the state had already withdrawn the general consent extended to the CBI (Central Bureau of Investigation) to conduct investigations in the state by the Capt Amarinder Singh government. Due to this it is necessary for the central agency to get state authorities’ permission to conduct investigations in the state. But as a member of National Human Rights Commission, I’ll take-up this issue with the commission and will ask central agencies to investigate this matter, if required.”

Lalpura said that “the teacher had made it clear in her suicide note that the education minister alone was responsible for her suicide. As chairman National Commission for Minorities, I have asked the chief secretary of Punjab to thoroughly investigate this issue and send the action taken report to the commission.”

Blessings in disguise for Harjot Bains as CBI can’t investigate assistant prof suicide case; NCM seeks report from CS, Punjab. Lalpura , who visited the deceased Balwinder Kaur’s residence, said “ she is our family member and I came here to pay my tribute to the departed soul , on personal level.”

He added that the “FIR has to be lodged on the suicide note and investigation has to be done on that. The case must be lodged on the statement of the deceased. “

In the notification issued by the Capt Amarinder Singh led government, the state had withdrawn the general consent and “prior consent of the Government of Punjab” is to be required in the future, on a “case-to-case basis” for any future investigation.

Now, the Punjab police has to investigate the case.
