BSNL closed one its premier, oldest training centre in Punjab; going to sell its prime land on National Highway

Bharat Sanchar Nigam Limited (BSNL) provides telecom services throughout the country excluding Delhi & Mumbai.  BSNL is a 100 percent Govt. of India owned Public Sector Undertaking.

At present, BSNL has around a around 10 training centres at various locations in India, imparting training to its employees. One of its centres (RTTC) was at National Highway at Rajpura in district Patiala.

The Regional Telecom Training Centre (RTTC) at Rajpura is one of the premier training institutes of BSNL, established on December 1,1975. It imparts training in modern Telecommunication Engineering, Information Technology, and Management to BSNL and Non BSNL trainees . This training centre is equipped with state-of-the-art telecom technology laboratories.

RTTC Complex spread over 20 acres of lush green campus, houses Academic /Administrative Block, Staff Quarters, 3 Hostels, Guest House. Other facilities like Student Centre, Health Club (GYM), Table Tennis, Badminton etc are available. There are 10 lecture halls, 1 Seminar Hall & 1 Conference Hall.

Besides imparting all types of Telecom & Management related courses to the staff of BSNL, RTTC has also embarked upon to impart training to non-BSNL aspirants.

Even, Students of B.E/B Tech/Diploma in Engineering of ECE/CSE/EEE/IT were doing their 4 Weeks/ 6 Weeks / 8 Weeks/ 10 Weeks vocational trainings, 6 months Project work/ Industrial Training, Online Certification Programs on weekends at this training centre.

An official on the condition of anonymity said “ RTTC is closed by the BSNL authorities and is not working since last many months. The staff posted at RTTC has been transferred, shifted to other places. Those who wants to do training are opting for other training centres of the BSNL .Now, BSNL is going to sell its prime chunk of 79422 sqm at Rajpura in Patiala district. “

He further added that” BSNL had done the restructuring of Non territorial Circles in June 2021, wherein all the Training centers were brought under the ambit of APEX Training center ALTTC Ghaziabad. At that time eight RTTC (Rajpura, Jaipur, Lucknow, Bhubaneswar, Chennai, Ahmedabad, Nagpur, and ARTTC Ranchi) were closed of its training operations by 30.06.2021. Since than no activity is going at RTTC Rajpura”

Rajesh Kumar, a resident of Patiala said “ its very strange that no political party, MP, MLA has raised this issue .This is a great loss for the students who are pursuing engineering, diploma as the said centre offered six months training to them. Its also a loss for the state that one of its kind training centre of North India is closed in Punjab . The central govt must compensate the state by allotting some other premier institute , research institute as Rajpura is a gateway to Punjab, an industrial hub. The said centre in on prime location, on Chandigarh-Bathinda National highway and their is no need for infrastructure construction as its well maintained and have all facilities-building, hostels, conference rooms, labs etc . “

When contacted the member parliament from Patiala Preneet Kaur, her close associate said “we have no knowledge about this matter. Right now she is busy in meeting, but she will take up this matter at right platform. It’s a great loss for Patiala.”

When contacted the Rajpura MLA Neena Mittal, she said “i have no knowledge about this. I’ll ask the SDM Rajpura to look into this. If required, the monsoon session is going on and i’ll request my party MPs to raise this question at the right platform. ”

As per available information, this prime land is on the main road  at Guru Amar Dass Colony Near Railway Phatak, Patiala-Rajpura Bypass, Rajpura in Patiala district. Out of this 80960 sqm, BSNL is going to sell 79422 sqm with a built up area of Built-up area – 20587 Sqm. In this area BSNL has its office buildings, training centers and residential quarters. A small portion of total layout (about 0.4 acres) to be retained by BSNL.

BSNL has appointed M/s Jones LaSalle Property Consultants (India) Private Ltd. (hereinafter referred to as “JLL”) to represent BSNL to identify prospective buyers for the Said Land Parcel.

BSNL has kept a reserve price of the said land parcel as Rs 64.24 cr and is going to sold this through e-auction.
