December pangs; Punjab may go in blackout; all powercom employees on protest mode

In December 1971, a blackout was declared in Punjab due to the ongoing Indo-Pak war, for the safety of the people. Exactly after 50 years, Punjab might be gone in for blackout. But this time the reason is different-all employees of PSPCL/ PSTCL are proceeding on mass casual leave.

In an emergency meeting dated 20/12/2021 of all Associations/ Unions of PSPCL/ PSTCL criticized the deliberate delaying attempts of PSPCL management in implementation of new pay scales. PSPCL management has issued verbal instructions to stop implementation of already approved new pay scales.

All Associations/ Unions of PSPCL/ PSTCL decided that in case new pay scales, as per FC-12/2021 and other instructions issued in this regard, are not implemented i.e salary / pension is disbursed as per new scales w.e.f 1/7/21, on or before 23/12/21 in PSPCL and PSTCL, all engineers/ officers/ employees will proceed on 5 days mass casual leave on midnight of 23/12/2021. Further, if the pay scales are not implemented in true spirit then the mass casual leave can be extended further. It has also been decided to wear black badges from 21/12/21 under protest. Daily protest rallies, in all offices of PSPCL/ PSTCL across Punjab, will be organised from 24/12/21 onwards.

Ashutosh Goyal President PSPCL/PSTCL IT Officers’ Association,  Reetinder Singh Galvatti (AM/HR) President PSPCL HR Manager’s Association, Sukhpreet Singh President PSEB Accounts Audit and Adm Services Assocation, Amit Kumar General Secy PSEB Accounts, Audit and Adm Services Association,   Pramod Kumar General Secy TSU Bhangal,  Manjit Singh Chahal, Bijli Mulajam Ekta Mach,  Manveer Singh, General Secy, Power TRansmission Employees Association,  Krishan Bhardwaj President Grid Sub-Station Employees Union,  Jagjeet Singh Kanda General Secy Substation Staff Welfare Association, all representative bodies of PSPCL and PSTCL employees, stated that agitation will be further intensified if demands are not met.

Any subsequent failure of equipment, blackout in the power sector will be the responsibility of management.
