Is Punjabi University facing a staff crunch? One official assigned two key roles, FO changed

Punjabi University Patiala seems to be facing a staff crunch as it has given the charge of a key department ‘Finance’ department to Dr Bharat Bhushan Singla who is already holding one key post along with his academic responsibilities.
Singla will replace Parmod Aggarwal, Professor Incharge, Finance department.
As per orders, Bharat Bhushan Singla who is associate professor in School of Management Studies (SMS), Punjabi University is already holding the key post of additional controller examination, Punjabi University will be the new incharge of finance department of Punjabi University, Patiala.
Now he will look after the two key administrative posts- incharge finance department (FO) and additional controller examination along with the teaching to management students.
The university authorities’ order has raised eyebrows as it does not mention the key designation and department of Bharat Bhushan Singla, who is an Associate Professor in the School of Management Studies (SMS) at Punjabi University. Instead, the order only notes that he was holding the additional charge of Additional Controller of Examination and has now been assigned the role of In-charge Finance, without referring to his substantive academic position, intentionally or unintentionally.
In future, if his post of additional controller examination is abolished or he is removed than automatically he will loose his FO post .
On the other hand it is alleged that the outgoing Incharge Finance (FO) Parmod Aggarwal name surfaces in a controversy and after that the university authorities has decided to issue him marching orders out of finance department.
