After the passing of around four days, the suspense on the suspension of mayor Patiala is still on.

On November 25, 2021 local bodies minister Brahm Mohindra has verbally announced mayor Patiala Sanjeev Sharma Bittu’s suspension, after the general house of the Patiala municipal corporation was over and appointed the senior deputy mayor Yoginder Singh Yogi as the acting mayor Patiala.

But, till now, the department of local bodies, Punjab fails to issue the suspension orders and appointment of acting mayor of Patiala.

When contacted the director local bodies Puneet Goyal on the issuance of suspension orders, he said “the matter is not to my knowledge.”

As per experts, how can an elected representative be suspended? It’s like a governor suspends a chief minister and a president suspends a prime minister. They are not any government employees. They are elected representatives. Now, it has become an uphill task for the local bodies department to how to implement, justify the verbal orders of the minister-suspending an elected representative.

What is the need of doing so much exercise, kidnapping bid of municipal councilors (as alleged by the mayor Sanjeev Sharma Bittu) before the start of the general house, if a minister can suspend the mayor? added a congress worker.

“If 42 municipal councilors had given in writing to the local bodies minister that they don’t have any confidence in Mayor Patiala Sanjeev Sharma Bittu, the local bodies minister can immediately suspended the mayor on November 18,2021 itself, which he later done.  Even, on the D Day, when the minister knew that they have 36 MCs with them and mayor fails to get the support of 31 MCs (as per them, as per first agenda) , he can allow the media and others in the general house to openly show that the mayor fails to gather the required strength.

As per Punjab Municipal act 1976, section 39 states only the removal of the mayor and others. Nothing on suspension is mentioned in the act.

Removal of Mayor, Senior Deputy Mayor and Deputy Mayor.-A councillor holding office as Mayor or Senior Deputy Mayor or Deputy Mayor may be removed from his office by a resolution of the Corporation passed by a majority of the total membership of the Corporation and by majority of not less than two thirds of the members of the Corporation present and voting in a meeting of the Corporation in the prescribed manner.
