Power pang-PSPCL issue notice to TSPL for power crises; penalized earlier also for mis-declaration

Punjab, who is already reeling under power cuts, power shortage, got another shock today when another unit of Talwandi Sabo Power Plant (TSPL) , Mansa was shut down, early Sunday morning.
As per available information 2nd unit of 660 MW of TSPL got technical fault and the company ordered it shut down. TSPL has 3 units of 660 MW capacity, with total 1980 MW. With these two units becoming non-operational, the power crises deepen in Punjab.
Yesterday, Chief Minister said “the present crisis was the result of failure of one unit of the Talwandi Sabo Power Plant, generating 660 MW of power. While a notice had already been issued to the plant by PSPCL for imposing a heavy penalty.”
Talwandi Sabo Power Plant, is not a new to controversies. On February 26, 2018, Punjab state electricity regulatory commission (PSERC) has ordered the penalty /recovery of amount for finding it responsible for mis-declaration of the Declared Capability (“DC”) on four occasions.
The Punjab state load dispatch centre (PSLDC) has find TSPL for mis-declaration of Declared Capability (“DC”) on five occasion -10-8-2015 , 15-01-2017, 17-01-2017, 24-01-2017 and 31-01-2017. “On these findings, Punjab state power corporation limited (PSPCL) had levied a penalty of Rs. 162, 74,72, 865/- vide its Memo number 278 dated 15-03-2017, out of which penalty of Rs. 74,27,27,159/- has been deducted in contravention of the provisions of the Punjab state electricity regulatory commission (PSERC) (Punjab State Grid Code) Regulations, 2013, (SGC) and the Power Purchase Agreement dated 01.09.2018 executed between TSPL and PSPCL “mentioned in the PSERC judgement.
Then the TSPL approached the High Court and high Court stayed the recovery of penalty of Rs 84,88,31,0139/-, out of the total 162,74,72,865/- and High Court asked the Commercial Metering Committee (CMC) of PSPCL/ PSLDC to consider the objections of TSPL.
Later, again the PSERC heard the arguments of the parties (PSPCL and TSPL) and gave its judgement on February 26, 2018, asking the PSPCL to recover/ return amount from TSPL for mis-declaration on four occasions. The PSERC also pin pointed the PSPCL for not penalizing TSPL till 2017 and said” the matter needs to be investigated by PSPCL and fix the responsibility of delinquent official / officer (s) for not performing their duty under intimation to the commission.”

When contacted the PSPCL chief engineer PPR ,he admitted that the powercom has recovered the amount from the TSPL for “mis-declaration”, on the directions of PSERC . He said I don’t remember the amount, that PSPCL recovered. He also confirmed that a notice has already been issued to TSPL, for brining power crises in the state, in this ongoing paddy season.
